Overview

Jhpiego seeks a Governance and Decentralization Director to provide technical leadership and oversight of governance, decentralization and accountability components for an upcoming five-year USAID-funded Local Health Solutions (LHS) activity in Liberia. This project aims to improve the delivery of quality health services through strengthened local health systems.

The Governance and Decentralization Director will lead and serve as the primary subject matter expert on decentralization, accountability and governance, providing leadership, day-to-day management oversight, and technical direction and supervision for these components. In collaboration with the MOH, Technical implementation teams, partners, and other collaborators, the Governance and Decentralization Director will design day-to-day management of technical assistance efforts on decentralization & accountability, plan, and oversee project activities, under the direction of the Chief of Party and as a member of the Senior Management Team (SMT).

The Governance and Decentralization Director will support the Ministry of Health, Country and District Health Teams, and health facilities to advance the Ministry of Health’s decentralization agenda, in particular through the strengthening of County Health Boards, District Health Boards, Hospital Boards, and Health Facility Development Committees. The Governance and Decentralization Director will also oversee capacity strengthening of local civil society organizations to increase health advocacy and accountability at subnational levels.

Responsibilities

  • With technical oversight and working closely with partners, provide leadership in design, development, planning, implementation; and capacity- building of specific components of the project
  • Build a close working relationship with the MOH and other stakeholders
  • Manage technical contributions of all teams, including defining scopes of work
  • Coordinate with other donors and partners to align plans and activities.
  • Provide inputs to annual work plans Develop tools for the design and implementation of specific technical components
  • Lead the day to day technical and operational activities related to governance, decentralization, accountability and capacity development.
  • Ensure technical implementation is consistent with standard processes in the industry and meet donor obligations
  • Supervise technical staff and build, mentor, and manage a team of highly qualified staff to ensure rapid and sustainable results.
  • Review, assess, and evaluate interventions’ effectiveness and make enhancements recommendations.
  • Assist in preparing quarterly and annual reports for the USAID LHS project.
  • Implement capacity-building plans for key budget formulation and execution collaborators of the USAID funds.
  • Work with, and build the capacity of, local implementing partners
  • Lead in developing project reports, technical materials, or other documentation, as needed.

Required Qualifications

  • Master’s degree;
  • Minimum 9 to 10 years’ experience which included both implementation and technical assistance of health systems and integrated health service delivery projects in Liberia or West Africa  ;
  • Must understand the health system and decentralization landscape in Liberia, and the capacity strengthening needs of different levels;
  • Ability to conduct and deliver thorough analysis, report writing, and dissemination of information to a broad range of audiences;
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector;
  • Proven experience providing technical assistance and capacity building and business development in the specific technical domain;
  • Proficiency in implementing quality improvement activities at facility and community levels ;
  • Skilled in building capacity of individuals and organizations;
  • In-depth understanding of Liberia healthcare system, including both public and private sectors
  • Proven track record managing a project team composed of several technical experts and fostering team work;
  • Experience with working on a donor-funded project with USAID;
  • Familiarity with USAID’s administrative, management and reporting procedures and systems;
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts;
  • Excellent verbal, written interpersonal and presentation skills in English;
  • Proficiency in Microsoft Office applications, including TEAMS and Power-Bi;
  • Ability to travel nationally and internationally.
