Due to protracted emergency and reduced public funding by the Government of Libya the health and social sector infrastructure within the country is facing major challenges to meet the health, nutrition, WASH and child protection needs of the population. Large number of people are being displaced due to ongoing conflict with worsening waves of insecurity and displacement since April 2019.
Within this humanitarian context communities need rapid access to life saving and basic services particularly health, nutrition, safe drinking water, adequate sanitation and hygiene particularly in relation to water borne diseases which are major childhood killers when large populations are displaced and/or moving or where local water infrastructure has been destroyed or at risk by a natural disaster or conflict. In response, there have been ongoing efforts from different partners to ensure availability of lifesaving services to bridge immediate gaps. However there is an increasing demand for informing and engaging families and communities to adopt healthy practices to prevent increase in morbidity and mortality in the given situation. Some of these areas requiring strong C4D interventions include promotion of household level behaviors to prevent and manage diseases outbreaks and to avail of the health and social services provided. Of particular importance is the COVID pandemic in Libya which threatens to have a catastrophic, long-term effect and exacerbate Libya’s already fragile situation, with its active conflict, tribal warfare, human trafficking and smuggling, deteriorating health infrastructure, and significant vulnerable population groups. After the first COVID-19 case was diagnosed in Libya on 24 March 2020, the number of confirmed cases in the country has risen to 1,864 cases as of 24 July, including 57 deaths. Over 40 per cent of all cases are located in the already marginalized and fragile southern region. C4D efforts are required to keep populations informed on sustaining practices to prevent spread of infection, and to continue seeking services for both COVID and non-COVID health issues. Furthermore, and aligned to its global and regional roles, UNICEF is playing a major, co-leadership role in supporting the government in advancing risk communication and community engagement (RCCE) as a key pillar in COVID-19 response efforts in partnership with the National Center of Disease Control , and other line Ministries.
How can you make a difference?
Under the general guidance and supervision of the Chief, Child Survival and Development and Chief, of Child Protection, and in collaboration with the programme teams, and drawing from the work already underway, the consultant will provide technical and operational support for developing and rolling-out a systematic, planned and evidence-based C4D strategy aligned to the goals of the CSD and CP programmes. Through communication and engagement, as well as the empowerment and participation of stakeholders, communities, children, civil society partners, and government counterparts, the consultant will provide technical guidance to all the stakeholders to promote measurable behavioral and social change/mobilization amid COVID-19 pandemic.
Key Tasks and Responsibilities :
- Review all key background documentation relevant to the country, current context and the functional area of expertise within country and across UNICEF (Sita An, CPD, global C4D documents and standards etc) ;
- Map C4D Programmes/ initiatives implemented by teams and partners in Libya. Identify C4D/RCCE related assets, resources, gaps, opportunities and challenges (e.g. related to community networks, frontline workforces, media and communication channels) that can be leveraged or will need to be addressed or strengthened in country ;
- Develop partnerships and platforms to expand and intensify C4D/RCCE efforts for COVID response and for continuity of essential health and social services in the COVID context ;
- Map out of the C4D programmes/initiatives implemented by UNICEF partners in Libya. This will be an important step to ensure coherent and contextualized strategy development ;
- Provide technical expertise to UNICEF teams to develop and implement the evidence-based C4D strategy and relevant activities for CSD and CP teams building on the above and with clear participant prioritization by issue and corresponding behavioural analysis. Establish quality standards, track progress and evaluate the effectiveness of the interventions based on an agreed upon M&E framework ;
- Support and build the capacity of the government counterparts and partners in the implementation of the C4D/RCCE activities in the area of the COVID-19, Better Parenting Programme and Prevention of Violence Against Children. Contribute to advocacy, networking and partnership building in this regard ;
- Support the commissioning of research and evidence generation efforts linked to C4D/RCCE and in alignment with the C4D strategy (e.g. KAP studies) ;
- Provide technical input and oversight for development of messages and creative materials as well as a technical tools working in collaboration with Communications and Research teams as well as external third party agencies ;
- Provide technical and facilitation support, co-leading where necessary, C4D/RCCE fora and platforms in collaboration with governmental, non-governmental and other UN partners ;
- Liaison with relevant functional specialists at field office, regional and headquarters levels to ensure alignment with global institutional standards, norms and practices. Provide technical support to filed based RCCE/C4D staff and counterparts as relevant ;
- Identify and document innovations, lessons learned and good practices in the design and roll-out of the C4D strategy and ensure cross-sharing and knowledge management.
To qualify as an advocate for every child you will have…
Education : An advanced university degree in one of the following fields related to C4D/RCCE is required : medicine, social and behavioral science, sociology, anthropology, psychology, education, communication, public relations or another relevant technical field.
Experience :
- A minimum of 8 to 10 years of professional experience in one or more of the following areas is required: social development programme planning, communication for development, public advocacy or another related area ;
- Relevant experience in a UN system agency or INGOs with the strong community engagement background is considered as an asset ;
- Experience working in a MENA is considered as an asset.
Language Requirements : Fluency in English is required. Knowledge of Arabic language of the duty station is considered as an asset.
Deliverables and Payments : The consultant is expected to dedicate 60 percent of her/his time to support the CSD programme and 40 percent to Child Protection programme. During the consultancy period of 11 months the consultant is expected to deliver the activities and accordingly will be paid in 4 different payments.
