Libya has been in a state of almost continuous conflict since 2011. Once the richest country in Africa; the protracted conflict has contributed to economic decline; the destruction of infrastructure and the displacement of hundreds of thousands of people – some 22% of the country’s 6.6 million people are affected and 820,000 need/require urgent assistance. One of the situation’s most complex aspects resides in Libya being a doorway to Europe; there are between 700,000 and 1 million migrants trying to transit/transiting through the country (on their way to Europe). Action Against Hunger seeks to bring its’ expertise to Libya over the next year; to build an effective and sustainable presence to help the most vulnerable in this forgotten country.
The team size is small: 1 HR and 1 Finance. The project is rehabilitation of health facilities, trainin og medical local staff, supply of medicines, the donor is CARE DE but the end donor is BMZ, we are parteniring with CARE DE which require good communication skill to maintain good relations and understanding btw partners. We are also applying to AICS for awereness activities in the south. We have 3 bases: Tripoli, Benghazi, Sabha. There are a lot of administrative impediments to implementation in Libya, so the position requires good level of initiative as well as patience and calm. The main bank account of the mission is a french bank account, so this requires particular attention from the HoD Finance.
The mission in Libya is still young, so the position will require the person to be able to create its own framework, its templates, to create new policies where and when needed. The type of activities ACF is doing in Libya is closer to transition and development than humanitarian emergency action.
You will be based in Tunisia with travels to Tripoli ans Benghazi. Tunisia’s relations with neighboring countries are generally good, and interstate war is extremely unlikely in the five-year outlook. It is possible to live in Family in Tunis, but considering the current budget of the mission, financial family package cannot be provided.

Votre poste et vos responsabilités
Under the supervision of the Country Representative, deputy Head of department Finance will ensure a sound HR and Finance management in Tunisia and Libya in compliance with ACF/Donor’s policies and national regulations. Your role will be to keep the project under control financially: the payments are done in due time in due form, fund request is sent to donor anticipating deviations, forecast is kept updated with lastest from programs.
- Delivering a complete and correct budgets for new projects in time and support the development of the mission with budget
- Ensuring payments to suppliers and staff in accordance with ACF and donor rules.
- Ensuring good accounting of expenses , reviewed, submitted to HQ monthly in a timely manner.
- Ensuring the running projects are under control financially, limiting ineligibles and anticipating deviation requiring amendments or notification to donors.
- Treasury: Manage the bank accounts and ensure business continuity by sending fund request to donors and HQ in time.
- Implementing new SAGA version (accounting system)
- Manage and train the team
Votre profil
You hold a relevant degree in Finance MBA/ACCA or other chartered Accountant Diplomas. You have at least at least 2 years of professional experience in in a similar role within an NGO with a strong experience in remote management.
An ACF experience in Finance would be a strong asset.
You are recognize for your professionalism, honesty, reliability, autonomy, sense of responsibility.
Fluency in English is mandatory, French and/or Arabic is an asset.
Vos conditions d’emploi
- 12 months fixed term contract under French legislation
- Monthly gross salary from 2450 to 2800 € upon experience
- Monthly per diem and living allowance: 497€ net in Libya/461€ while in Tunisia, field paid
- Monthly country allowance in Tunisia: 150€
- 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
- Transportation and accommodation: Coverage of transportation costs and guest house
- Medical coverage: 100% coverage of health contributions (CFE + complementary health) and repatriation insurance
- Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 250€ at each RnR period (+flight ticket reimbursement up to 700$)
