Role objectives:
Under the overall guidance & supervision of the Chief of Operations & Regional Area Coordinator, Operations Specialist – QA Officer will be responsible for the following:

  • Deliver IED TM & Search & Detect (SD) training courses prior to the deployment of MINUSMA Troop Contributing Countries (TCC) in the TCC country of origin or during In mission training activities.
  • Monitor & support TCC self delivered IED TM & SD training courses prior to the deployment of MINUSMA TCC in the TCC country of origin or during In mission training activities.
  • Support the development of IED TM & SD related training management packages as required.
  • Conduct Quality Assurance (QA) & monitoring of TCC conducted IED TM training activities.
  • Implement & monitor technical, international & national safety standards.
  • As directed by the Regional Area Coordinator, coordinate, facilitate & prioritize all operational tasking for projects within the area of responsibility.
  • Oversee & coordinate the implementation, execution & completion of all explosive threat mitigation related operations within the area of responsibility.
  • Conduct quality control on all explosive threat mitigation training & mentorship carried out by implementing partners in Mali.
  • Debrief implementing partners on QA achievements & QA assessments & ensure that all QA assessment data is captured through the appropriate QA documentation & QA tracker.
  • Provide guidance on any specific corrective actions to be taken by organizations, following an inspection, which finds a non conformity.
  • Implement established QA management systems & ensure that the systems are being applied in a fair & equitable manner & that accreditation, licensing & monitoring does not interrupt or delay MA projects.
  • Stay abreast of the IMAS & UN Improvised Explosive Device Disposal standards (UN IEDD standards).
  • Support the collection of data & the management of information.
  • Provide advice & input into the development of strategic & procedural documents related to SD, IED TM, EOD / IEDD matters in support of the program.
  • Support programmatic, project & operation planning & activities through the provision of IED analysis.
  • Oversee the operational management of the client office in absence of the Regional Area Coordinator.
  • Other tasks as directed by the Regional Coordinator & Chief of Operations.

Expected output:

  • Liaise & coordinate IED TM training activities prior to & during, IED TM training in Mali.
  • All reporting related to training, monitoring & support activities.
  • Support the development of IED TM related training management packages as required.
  • Conduct QA & monitoring of IED TM training.

Project reporting:

  • Weekly report detailing all activities conducted that week.
  • Weekly report detailing future activities.
  • IMSMA report IED events.
  • IMSMA report tasking.
  • QA reports & tracking report.
  • Mission reports as required.

Key competencies:

  • Master Degree or equivalent in International Peace & Security, Humanitarian Affairs, International Affairs, Peacebuilding, Social Sciences, Humanities, or related field with 5 years of relevant experience in the field of explosive threat management or humanitarian mine action or EOD or high risk search or Bachelor Degree or equivalent in International Peace & Security, Humanitarian Affairs, International Affairs, Peacebuilding, Social Sciences, Humanities, or related field with 7 years experience in the field of explosive threat management or humanitarian mine action or EOD, or high risk search or 11 years of experience within a recognized military, police, humanitarian mine action organization, development organization where functional responsibilities where related to explosive threat management or humanitarian mine action or EOD, or high risk search.
  • Explosive Ordnance Disposal level 3 or Military Search qualification from an internationally recognised training institution.
  • IEDD qualification certified by internationally military or civilian accredited training.
  • Thorough knowledge of International Mine Action Standards (IMAS).
  • Relevant experience is defined as experience in operations within a recognized military, police, humanitarian mine action organization, development setting, or other relevant field experience.
  • 3 years’ experience in the field of explosive threat management or humanitarian mine action or EOD, or search or related field is required.
  • Experience in training or capacity building is required.
  • Experience with training foreign nationals in EOD / IEDD or search techniques desired.
  • Recent IED TM operational experience (within the last 36 months) within a military, police or civilian governmental program desired.
  • Experience with the QA & QC process with regard to humanitarian mine action desired.
  • Knowledge of the UN system & procedures desired.
  • Experience of working in Africa is desirable.
  • Fluent in French or English is required.
