Under the overall guidance and direct supervision of the Representative, the Chief of Partnerships and Resource Mobilization, is responsible for establishing and maintaining partnerships with the private and public sector, locally, regionally, and internationally. The incumbent will carry out analysis and make recommendations to the Representative with regard to fundraising development and expansion with a view to reaching fundraising income targets and in expanding fundraising capacity.

 

How can you make a difference?

The incumbent is accountable for the maximization of private and public sector income, new funding streams, as well as being accountable for fundraising performances, with an emphasis on profitable and strategic utilization of investment funds. Furthermore, he/she builds fundraising capacity and implements a fundraising strategy including both public and private sector, fine-tuned by his/her own analysis of the market.

 

Summary of key functions/accountabilities :

  1. Resource Mobilization Strategy

Ensure that the Country Office use a well-prioritized and realistic resource mobilization strategy that will provide resources to implement and manage the Country Programme.

Duties & Tasks :

  • Develop, maintain and update the country office resource mobilization strategy and associated implementation/action plan ;
  • Actively participate and contribute to the UNCT fundraising and repoting within the context of the UN Sustainable Development Cooperation Framework (UNSDCF) and the UN Humanitarian Action Plan.
  1. Donor Relations and Reporting :

Acquire, cultivate and retain donors and manage meaningful relationships with donors.

Duties & Tasks :

  • Enhance positive relationships with donors, national committees and donor groups in-country and through PPD in their donor capitals throught timely and high-quality donor proposals and reports ;
  • Liaise with various humanitarian funding coordinations (CHF, CERF and other pooled fund managers) for timely action on donor funding of humanitarian action ;
  • Assess current systems in place within ICO and UNCT on donor proposals and reports ;
  • Roll out monitoring and reporting mechanisms, ensuring that all sections and field offices are adequately trained and conversant with quality issues in donor proposals and reports.
  1. Develop, maintain and update Private Sector fundraising and non-financial engagement strategies :

Duties & Tasks :

  • Build fundraising capacity and implement a fundraising strategy including both public and private sector, fine-tuned by his/her own analysis of the market ;
  • Carry out analysis and make recommendations to the Representative regarding fundraising development and expansion with a view to reaching fundraising income targets and in expanding fundraising capacity ;
  • Design engagements with donors to advocate on the humanitarian to development nexus, on the life-cycle approach for funding purposes as well as support UNICEF Mali CO in devising strategies on how to address humanitarian funding ;
  • Stay abreast of key developments in the external environment as they affect fundraising, and continuously seek new growth opportunities, and interpret and act upon these with the team. Likewise remains up to date with cutting edge developments globally in fundraising practice within UNICEF and across the sector, and ensures these are applied as relevant ;
  • Strengthen existing fundraising channels and form new ones; also beyond cash income, to promote child rights in business practices. Provide support on corporate alliance negotiations. Infuse a child rights perspective in policies and practices of all partners ;
  • Leverage financial and non-financial resources and also serve as private and public sector partnerships/fundraising manager to the Mali Country Office ;
  • Maximize private and public sector income, new funding streams, as well as  fundraising performances, with an emphasis on profitable and strategic utilization of investment funds.
  1. Develop Strategic Partnerships – to provide leadership and direct support in the development of new high value bilateral and multi-stakeholder partnerships and collaboration in Mali CO partnerships and collaborations increased financial resources and contribute to positive impacts for children through non-financial engagement.

Duties and Tasks :

  • Lead the development and implementation of a long-term private/corporate partnership engagement strategy ;
  • Promote new partnerships: working with UNICEF colleagues at HQ (PFP), regional and local level, to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs. Capitalize on regional synergies to maximize growth ;
  • Build strong partnerships with bilateral and multilateral agencies and explore South-South, triangular and, decentralized partnerships and innovative financing opportunities ;
  • Network and engage at key fora, platforms, associations, networks and other major entities to advocate for children, promote respect and support to children rights and position UNICEF for strategic partnership and fundraising opportunities ;
  • Prepare investment cases and pitch documents to enable partnership development, ensuring due diligence and alignment with programme priorities ;
  • Develop financial and non-financial partnerships with the private sector, international financial institutions and/or relevant constituencies.

To qualify as a champion for every child you will have…

  • Advanced university degree in Social Sciences, International Relations, Government, Public Policy, Social Policy, Social Development and other relevant disciplines, with specialist training in humanitarian action ;
  • Eight years of relevant professional work experience, including familiarity with emergency programmes ;
  • * First University degree with 2 additional years relevant professional experience may be considered ;
  • Developing country work experience in international development as well as in international donor relations is an asset ;
  • Proven ability to develop effective long-term strategic fundraising plans, with appropriate allocation of time and resources, and foresee risks and allow for contingencies when planning ;
  • Proven ability to implement clear goals that are consistent with agreed strategies, identify priority activities, adjust priorities as needed to meet organizational goals ;
  • Demonstrated ability to identify and seize new fundraising opportunities, formulating new fundraising strategies and models ;
  • Demonstrated ability to adjust to unexpected challenges and proposing countermeasures accordingly ;
  • Proven excellent verbal and written communication skills ;
  • Knowledge of current theories and practices in fundraising/marketing and or corporate communication and experience with commercial marketing and fundraising is an asset.
  • Knowledge and experience of Corporate Social Responsibility is a plus ;
  • Familiarity with the Malian and regional target markets, as well as with the work of the IFI’s (World Bank, IMF etc.) is required ;
  • Fluency in French and English (writing and oral) is required.
