The humanitarian crisis in the Sahel continues to grow: the UNOCHA estimated that over 7.1 million people in need of assistance, which is 39 % increase compared to 2020. Endemic poverty, climate change, violence, chronically high food insecurity and malnutrition reflect compelling emergencies that are affecting the country in different areas. In conflict-affected regions, civilians are facing an ever-increasing dramatic protection crisis. Over 290,000 people fled their homes in northern and central Mali in 2020 due to intercommunal clashes, a rise in armed groups and military operations. In addition, there are 48,000 refugees in Mali.  Last year, more than half of refugees present in the country were women and children.

NRC began its operations in Mali in 2013. From its field offices in Gao, Menaka, Mopti, and Timbuktu, NRC delivers protection, education, legal assistance, shelter, livelihoods and food security, and WASH programming. Through the Rapid Response Mechanism, NRC addresses urgent needs of populations affected by sudden shocks, such as displacement due to violence. In 2020, NRC’s programmes provided assistance to directly over 340,000 people in need.

The Area Manager in Gao acts as the principal coordinator of the regions of Gao and Menaka by guaranteeing the access to hard-to reach zones and remote areas where basic services, like WASH and education are still lacking. He/She will ensure the highest standards of security for the deployed staff that implements the projects. The Area Manager will lead around a personnel of 70 people to support the affected population in the Northern part of the country. The Area Manager reports to Country Director and is a member of Country Manager Group.

Responsibilities

  1. Overall management of the Core Competencies activities, field offices and staff within North Mali area (Gao & Menaka regions), including the Area Management Team (AMT).
  2. Development and execution of the strategy for the area.
  3. Adherence to NRC policies and donor requirements.
  4. Emergency response capacity in the area.
  5. Safety and security of staff.
  6. Area level advocacy.
  7. External representation, coordination and relationship building.
  8. Responsible for shared resource allocation.
  9. Implementation of policies and procedures.
  10. Learning, training and development of staff.

Specific responsibilities

  • Conduct GRM at Area Level ;
  • Personnel management ;
  • Learning, training and development of staff;
  • Project implementation, quality control and delivery according to deadlines;
  • Support colleagues and work towards creating a healthy, positive and creative work environment.

Competencies

  • Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian/recovery context;
  • Previous experience from working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities;
  • Knowledge about own leadership skills/profile;
  • Speaking French fluently (essential) and working level ENG.

Context/skills, knowledge and experience:

  • Knowledge of the context ;
  • Strong knowledge of PCM tools, Agresso.
