Since 2017, IPA’s Mexico office has studied the organizational design of police corporations to understand the institutional and structural components that make a police department effective, resilient and trusted. This line of work has also included research into how a police department can build citizen participation and trust. The citizen security portfolio of IPA Mexico is currently focused on:

  • Design of critical pathways for capacity building in police corporations.
  • Adaptation and implementation of violence prevention methodologies, specifically focused deterrence of
  • violence.
  • Design and evaluation of mental health interventions focused on police officers.
  • Design and implementation of community-oriented policing strategies
  • Development and coordination of information-sharing mechanisms between justice system actors
  • Scaling up of procedural justice training and incorporation of these principles into the organizational structure ofpolice forces
  • Technical assistance and evaluation of organizational interventions to improve high-impact crime investigations at the state and federal levels.

The Public Policy and Implementation Associate will work primarily on IPA Mexico’s community-oriented policing and information-sharing mechanism project. The project, implemented as part of USAID’s Violence Prevention and Reduction Activity, will be carried out in five municipalities. Under the supervision of the project coordinator, the person in this role is expected to take ownership of specific work streams or components of the projects, particularly those implemented in Nuevo León and Coahuila, and to collaborate closely with the team working in other implementation sites. The Associate will be responsible for following up, proposing actions, identifying and mitigating risks, and liaising with relevant counterparts. They will work independently, in close collaboration with the policy director, project coordinators, and in coordination with the administrative and research areas of the organization. The policy and implementation associate will be expected to build knowledge in thematic areas relevant to his/her line of work by researching best practices, reading academic publications, training and reviewing practices of other organizations. The Associate is expected to work closely with the police departments of municipalities in Nuevo León and Coahuila, applicants who currently live in or are willing to relocate to Monterrey or Saltillo are strongly preferred.

Responsibilities :
  • Lead the communication and collaboration between IPA and government partners at the state and municipal levels in Nuevo León and Coahuila;
  • Design and lead codesign activities that incorporate government partner feedback into IPA’s technical;
  • Assistance;
  • Organize and generate content such as presentations, abstracts, minutes and reports;
  • Support in monitoring, reporting and evaluation of implementation;
  • Document technical assistance efforts for future replication;
  • Design and follow up on formats and indicators to ensure quality in project implementation;
  • Generate and steward working relationships with organizations and police corporations relevant to the project;
  • Support in the coordination of partners and consultants to promote teamwork and meet work and scope objectives;
  • Ensure the execution of the intervention in accordance with agreed delivery dates;
  • Supervise and coordinate field work;
  • Identify risks for implementation and develop mitigation proposals for these;
  • Support in the generation of communication materials for the project.
Qualifications :
  • Bachelor’s degree in public policy, public administration, law, economics, sociology or other related fields;
  • Written and verbal fluency in English and Spanish;
  • At least three years of experience working with government agencies and organizations, preferably on issues related to security, violence prevention and the criminal justice system;
  • Experience working with Mexican police organizations;
  • Knowledge of citizen security and violence prevention;
  • Knowledge of the justice system, particularly the functions of state prosecutor’s offices (Fiscalías estatales);
  • Cultural sensitivity to work with people from diverse groups;
  • Communication skills, both verbal and written, including the ability to present in public and maintain fluid communication with counterparts;
  • Strong organizational, administrative and attention to detail skills;
  • Proactivity and curiosity;
  • Ability to manage work independently, multi-task and respond to time sensitive deadlines ensuring quality of work;
  • Ability to interact productively with different stakeholders: suppliers, consultants, government, researchers, police, etc.;
  • Excellent computer proficiency and collaborative tools for projects such as: Google Drive, MS Office and Slack among others;
  • Willingness to travel regularly between Monterrey and Saltillo.
