INTRODUCTION TO GGGI

PROJECT BACKGROUND

The GGGI is supporting the Government of Mongolia to implement the country’s Vision 2050 priorities, SDGs and NDC to the Paris Agreement particularly in the fields of clean energy, energy efficiency, green cities and climate finance. As part of this support the GGGI serves as Readiness Deliver Partner for the Green Climate Fund (GCF) Readiness Support Program in Mongolia to deliver the project, Strengthening Institutional and Technical Capacity to Support NDC Implementation and Mainstreaming Climate Change into Subnational Development Planning in Mongolia, together with the Ministry of Environment and Tourism (MET) and the Climate Change Research and Cooperation Centre (CCRCC). The goal of the three-year GCF Readiness project is to contribute to the implementation of Mongolia’s NDC targets by removing barriers to scale up investment and building institutional capabilities to develop, implement and monitor climate change policies, and plans to address urgent needs.

Understanding the sources of greenhouse gas emissions (GHG) emissions, causes of climate change and its impacts is an important pre-requisite to take action to address climate change, develop and implement climate change policies and programs, and for citizens to be able to engage in dialogue and decision making about building a low-emissions, climate resilient future. One of the key desired outcomes of the GCF’s readiness support program is for relevant country stakeholders have established adequate capacity, systems and networks to support the planning, programming and implementation of GCF-funded activities.

Thus, the readiness project seeks to contract with an individual consultant to work together with GGGI, MET and CCRCC to develop and deliver training and technical assistance to enable provincial stakeholders to develop their climate change plans. The consultant is expected to work along with staff of the GGGI, CCRCC, and MET to deliver training to all 21 aimags and provide technical assistance to support practical learning of the provincial stakeholders and the development of at least 12 provincial climate change plans.

CURRENT OPPORTUNITY

The person will be expected to work closely with GGGI and our main partners the CCRCC and MET to develop and deliver the following activities aimed at strengthening the capacity of government staff in 21 aimags to integrate climate change and NDC in subnational level planning and to identify, finance and implement climate actions:

  • Update training needs assessment;
  • Develop training curriculum in collaboration with relevant experts for aimag level government staff, pilot test the training in one aimag and update the curriculum based on feedback from participants;
  • Conduct trainings for government staff from all 21 aimags through regional trainings and prepare training workshop reports accordingly;
  • Develop and implement practical application component of training and capacity sharing by supporting aimag stakeholders to conduct provincial GHG baseline studies, climate risks and vulnerability analyses, participatory action research, and assessment and prioritization of key climate change issues and appropriate actions (in consultations with local private sector and civil society stakeholders);
  • Prepare provincial climate change adaptation and mitigation profiles and reports with prioritized actions.
  • Document and share (locally appropriate) climate change adaptation and mitigation practices and assess feasibility/scalability.
  • Organize 4 regional climate action forums for sub-national stakeholders.
  • Develop case study reports documenting local climate change mitigation and adaptation practices
  • Support aimags to develop aimag climate change plans.
  • Provide guidance on institutional arrangement for effective climate change planning and implementation and provincial level.
  • Develop guidance on provincial climate change planning processes.
  • Coordinate with other climate change projects, and relevant ministries and agencies.

The following text may be considered useful here:

  • The deliverables must be prepared in English and Mongolian in accordance with GGGI standards and guidelines. The consultant will be expected to work closely with GGGI staff an our partners to prepare and translate the deliverables.
  • The consultant will be expected to draw from GGGI’s experiences globally and in Mongolia on related topics and building from good practices from other projects in Mongolia.

The consultant is expected to work as part of the GGGI team and additional tasks to support delivery of this project will be expected. On the other hand, GGGI colleagues will also contribute substantively to the delivery of this project in collaboration with the consultant.

QUALIFICATION

The candidate should have the following skills and qualification:

  • Master’s degree in relevant field or bachelor’s degree with 3 years additional experience;
  • Over 5 year’s experience in project management, training, capacity building and/or development planning & budgeting;
  • Extensive experience in climate change; knowledge of climate change-related challenges and solutions; and understanding of environmental, economic and social aspects of climate change;
  • Expertise in both climate change mitigation and adaptation preferred. Expertise in adaptation will complement the team’s expertise and experiences working on mitigation in Mongolia;
  • Familiarity with climate risk and vulnerability analysis and/or ghg emissions analysis preferred. Familiarity with LEAP or willingness to learn preferred;
  • Knowledge of provincial planning and budgeting processes, provincial government structures and ways of working and ways that climate change can be integrated into these processes;
  • Extensive experience developing and delivering training and facilitating practical learning with excellent facilitation skills;
  • Demonstrated ability to deliver complex, scientific content clearly and concisely, so it’s easily understood;
  • Strong network and ability to collaborate across institutions and pull in experts;
  • Strong organization skills;
  • Strong analytical skills;
  • Ability to translate between Mongolian and English;
  • Excellent English (both speaking and writing);
  • Fluency in Mongolian.
