Senior Advisor for the EDM Board of Director´s Chairman and CEO
This request for expressions of interest follows the General Procurement Notice (GPN) that was published in the United Nations Development Business website with reference AfDB441-05/16 and in the African Development Bank Group’s website on May 11, 2016.
The Government of the Republic of Mozambique (GoM) has received a loan from the African Development Fund (AFDB) to finance the Enabling Large Scale Gas and Power Investments in Mozambique Technical Assistance Project (ELSGAPI) and intends to apply part of the agreed amount for this loan to payments under the contract for an Individual Consultant, hereby referenced to as the Senior Advisor for the EDM (the national power utility) Board of Director´s Chairman and CEO, to bring unique knowledge and skills which augment the knowledge and skills of the EDM board of directors in order to more effectively guide the organization.
The overall responsibilities of the senior advisor will include and not limited to:
- The advisory consultant will be required to make recommendations and/or provide key information and advice to the Board of Directors, in particular, to the EDM Board of Directors Chairman. He/she will not have formal authority to govern EDM, since he/she shall not issue directives, but rather will have an advisory role.
- The advisory consultant will play an important public relations and interface role as well as providing staff with a fresh perspective on programmatic issues i.e., Business Turnaround Strategy.
- The senior consultant advisor will contribute to the effectiveness of the board of Directors as it works to carry out specific initiatives and tasks assigned to him/her.
- Since the Board of Directors has ultimate governance authority in the organization, the advisory consultant will focus narrowly on a specific program in order to advise or support the organization through the Chairman.
- The advisory consultant may be requested to evaluate the performance of the executive directors with regards to existing company guidelines, review/monitor/assess a specific program, and serve as advocate for the organization towards IGEPE.
- The advisory consultant shall gather input from/serve as a liaison with relevant institutions, provide technical expertise and assist staff in determining important activities. Other possible responsibilities of the advisory consultant include determining mission and purpose of programs defined by the Board, articulating the goals, means, and primary beneficiaries to be served by a program, assist concerned EDM senior officials towards (i) effective planning, monitoring and strengthening of programs and services, (ii) ensuring that EDM has the information and analytical pieces of work required to make adequate allocation of financial resources, and (iii) enhancing the organization’s public standing and social as well political impact.
MIREME now invites eligible individual consultants to indicate their interest in providing the advisory services. Interested individual consultants must provide information indicating that they are qualified to perform the services (CV; academic qualifications certificates/diplomas as well other professional certificates, description of experience in similar conditions and in similar assignments). Advisory consultant must have sufficient range of expertise to accomplish the objectives of the assignment, which includes:
- A Master’s degree in Business Administration and a Bachelor’s degree either in Electrical Engineering, Social Science, Economics, Law or a related field: 20 points
- Minimum fifteen (15) years of experience in national state owned public entity organization with multi-disciplinary functions such as the power utility company.: 20 points,
- Minimum five (5) years of experience as a senior manager of a national public utility: 30 points
- Minimum five (5) years’ experience in providing organizational development and effective turnaround strategies for a national public entity similar to the national power utility company, as advisor to an executive director: 25 points
- Fluency in written and spoken English and working knowledge of Portuguese language: 5 points
- Total: 100 points
The consultant shall be available to start carrying out the services immediately after contract award, estimated to occur by July 2021. The required services will be for an approximate period of Ten (10) months.
The individual consultant will be selected in accordance with the procedures set out in the Bank’s Rules and Procedures for the Use of Consultants May 2008 edition, revised July 2012..
