Under the direct guidance and supervision of the Supply & Logistics Specialist, he/she will manage the supply and logistics operations of the immunization program delivery, services, supply and logistic, processes and systems, requiring expertise in support of operations and programme objectives.The EPI Logistic Officer (NOB) will be supporting the Supply and Logistic team of the Expanded Programme of Immunization (EPI) to develop and implement logistic and supply processes for Effective Vaccine Management on the Routine Immunization Improvement Plan and adapted to COVID19 recovery response.

Under the direct guidance and supervision of the Supply & Logistics Specialist, he/she will manage the supply and logistics operations of the immunization program delivery, services, supply and logistic, processes and systems, requiring expertise in support of operations and programme objectives.
The EPI Logistic Officer (NOB) will be supporting the Supply and Logistic team of the Expanded Programme of Immunization (EPI) to develop and implement logistic and supply processes for Effective Vaccine Management on the Routine Immunization Improvement Plan and adapted to COVID19 recovery response.
Key end-results :
- Contribute to update and improve the plan for transportation of vaccine to provinces ;
- Contribute to update the vaccine stock Using the currently accepted and used tool for monitoring vaccine stock and supplies (VIVA, SMT, SELV) ;
- Support EPI to coordinate monthly meeting with the National Logistics Working Group composed of agents from MoH, CMAM, WHO, UNICEF, UNDP, VillageReach and CHAI ;
- Contribute to map and update the Transportation Equipment information and data ;
- Provide technical support to the development and implementation of immunization waste management plan ;
- Effective working relationships with internal and external counterparts are kept maintained for advocacy, technical coordination, information sharing and knowledge networking ;
- Required programme/project reports are timely prepared and shared with relevant stakeholders as required in compliance with the established guidelines and procedures ;
- Emergency preparedness is maintained, and in emergencies, emergency responses with effective coordination are provided and in line with the Core Commitments for Children (CCCs) in Humanitarian Action, partnerships with the Health and Nutrition humanitarian actors strengthened within the Inter-Agency Standing Committee (IASC) ;
- 9. Other assigned duties and responsibilities are effectively accomplished.
Key accountabilities and duties & tasks :
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.
- Logistics Planning and Fleet management :
- The logistician will support the EPI to update and improve the plan for transportation of vaccine to provinces ;
- Schedule of reception and shipments of vaccines and ancillary supplies to sub- national storage level (regional and intermediary warehouses) points and delivery at service delivery points (health facilities) based on the current capacity for the storage of Cold Chain and the MISAU/CMAM PELF integration plan ;
- Develop a spare parts procurement and distribution strategy to ensure timely availability for effective EPI cold chain maintenance and response capacity at all levels ;
- Establish a management system to support EPI in proactively managing its fleet. Estimated number and type of vehicles required to complete required deliveries per the schedule of shipments. Identify if additional investments into transportation and training are required to strengthen distribution of vaccines.
- Using the currently accepted and used tool for monitoring vaccine stock and supplies (VIVA, SMT, SELV) ;
- Establish written procedures and train all the personnel at regional and provincial level on how to properly and efficiently use these different tools ;
- Ensure that EPI Supply Chain staff conduct timely registration of stock movements (receipt and shipping) of vaccines and ancillary supplies in order to keep accurate records and up to date records between physical stock and stock level in the system or registers ;
- Develop procedures including guidelines for the proper movement of stock following “First to Expire, First Out” (FEFO) practice, adequate registration of lots, production and sharing of monthly stock reports on vaccines and supplies management and other important quality tracking variables ;
- Ensure all partners receive monthly reports on vaccine stocks and supplies at central and provincial level.
- Support EPI to coordinate monthly meeting with the National Logistics Working Group composed of agents from MoH, CMAM, WHO, UNICEF, UNDP, VillageReach and CHAI :
The key tasks will be the following :
- Prepare agenda, minutes and content for each meeting ;
- Ensure all partners receive timely information on vaccine stocks and supplies ;
- Develop a monthly dashboard for discussion to analyze stocks, wastage rates, fuel and cold chain equipment status based on LMIS endorsed by the EPI ;
- Collaborate with WHO to update progress on EVM Improvement plan implementation on a quarterly basis.
- Map Transportation Equipment information and data and keep updated :
- Ensure the country maintains up to date and accurate information on transportation equipment used for distributing vaccine and ancillary supplies by facilitating live inventory tools and reporting methods ;
- Ensure the update classification of Transportation Equipment (including sea (boat), road (trucks, cars, pick-up, motorbikes, bicycle and airplane) is listed by ;
- Type of transport ;
- Make/model/year of acquisition ;
- Net transport/cargo volume ;
- Fuel source ;
- Consumption of fuel in liters per Km. or hour ;
- Current status of operation (Working well, working but needs repair, not working).
- Technical support to the development and implementation of immunization waste management plan : Support EPI to liaise with Relevant department at MoH and partners in order to ensure development and proper management (collection, transportation, destruction) of immunization waste.
- Communication, networking and collaboration with internal partners :
- Ensures effective communication, networking and working relationships ;
- Collaborates with Supply and Logistics staff to implement internal controls systems and resolve day-to-day issues or discrepancies in supply ;
- Recommends courses of action to supervisor, as necessary.
- Required programme/project reports are timely prepared in compliance with the established guidelines and procedures :
- Produce monthly reports and submit to the Supply & Logistics Specialist based on the deliverables planned and agreed ;
- Contributes to the timely preparation of annual sector status reports and shares information with relevant partners as required in compliance with the established guidelines and procedures. Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, and annual reports.
- Relevant and strategic information is kept available to support the Health & Nutrition Programme by the effective implementation of an integrated monitoring system :
- In collaboration with monitoring and evaluation and program communication colleagues, conducts accurate and timely monitoring and data collection, and supports an integrated monitoring system, in consultation with all relevant stakeholders ;
- Coordinates with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardized across programmes to feed into to programme performance monitoring ;
- Provides assistance for evaluation exercises, programme mid-term review, annual sector review and preview meetings with Government counterparts and all other relevant partners. Analyses and evaluates monitoring data, ensures achievement of objectives and proposes corrective measures as appropriate.
- Emergency preparedness is maintained, and in emergencies, emergency responses with effective coordination are provided : Supports emergency preparedness plan relating to Health & Nutrition. In case of emergency, assists in monitoring and assessing the nature and extent of the emergency in the assigned area, as required. Provides assistance to the Country Office in identifying where support is required. In line with the Core Commitments for Children (CCCs) in Humanitarian Action, strengthens partnerships with the Health and Nutrition humanitarian actors s within the Inter-Agency Standing Committee (IASC) ;
- Other assigned duties and responsibilities are effectively accomplished : Assumes any other duties and responsibilities assigned as appropriate to the purpose of this post and delivers the results as required.

Education : University degree in Logistic, Supply Chain Management, or in Operations Management, or in Refrigeration, Electrical or Industrial Engineering.
Work Experience : Minimum of 2 years of professional experience in immunization supply chain management including cold chain management; Direct field experience in developing countries; Experience in Project Management; Experience in coordinating development partners’ forums; Proven analytical and technical writing skills; Expertise in Supply Chain Management including cold chain management and LMIS;Ability to multi-task, correctly set priorities, and adapt to a fast-paced work environment; Capability to work in a cross functional team; Highly motivated individual capable of taking initiatives; Ability to adapt to organizational changes.
Language Requirements : Fluency in English and Portuguese.
