About the role
This is a 12 months, new role with unaccompanied terms based in Niamey, Niger with 50% of the time scheduled and spent in the programmes areas (Tahoua and Diffa in particular) with a salary Grade 2 €35,789 – €39,766.
You will report to the Programmmes Director and you will liaise with the Country Director, CFC, Health and Nutrition Advisor, Food Security and Livelihoods Coordinator, Education Coordinator, MEAL Coordinator, Tahoua Area Regional coordinator, other key staff (PMs).
We would like you to start in January 2023.
Your purpose:
The purpose of this position is to support programme teams to ensure high quality programming and learning, in particular on grant and information management – from proposal development to final reporting, drafting of case studies and preparing project/programme communication briefs and on improving the quality of monitoring and evaluation within the country programme. The Grants and Communication Officer will contribute to ensure that projects documentation captures evidence of the impact, outcomes, outputs and activities of the projects and ensure Concern’s programmes are accountable to beneficiaries. You will also be involved in improving Concern’s Niger communication (externally/internally), contribute to advocacy priorities and partners’ reporting.
Main duties include, though not limited to:
Grants Management
- Support the preparation of project concept notes, proposals, stakeholder analysis and logical frameworks as an integral part of any new programme planning process;
- Contribute to information sourcing and collation as required to support and orient programming and programme design – draw this from Concern SAL, other Concern fields, other agencies operating in Niger, ministries, donors etc;
- In collaboration with the Project/Programme Managers and under the overall supervision of the PD, draft internal and external reports to donors and local Government;
- Support Project/Programme Managers in consolidating and reviewing local partners’ reporting and support the PD in the due diligence process of local partners;
- In collaboration with the Programme Managers, Programmes Director and Country Director, develop material suitable for use in a range of communications such as case studies, inputs into reports and briefing/position papers for a range of audiences;
- Updating the donors’ folders with templates, guidelines and ensure the respect of deadlines and the compliance with donors guidelines and reporting requirements. Provide a regular update of information in the Grants Management System (GMS);
- Maintain a donor reporting schedule for the country team;
- Support the Programme Director in the regular updates of the Funding Strategy, in line with Concern priorities;
- Support the Programmes Director and MEAL coordinator to organise programme review workshops;
- Ensure that lessons learned are captured, properly documented and archived by participating to regular project/programme reviews;
- Ensure the French/English translation and distribution of appropriate reports, policies and documents within the team.
Advocacy :
- Support the CD and PD in developing content and position papers in relation to advocacy priorities;
- Assist the Senior Management Team to develop country reports for profile building and advocacy and share with HQ as needed.
Knowledge and information management :
- Assist in translating key documents from French to English and vice versa as required;
- Improve the storage and dissemination of information within the programme;
- Ensure version control of documents and filing of final HQ, donor, and M&E reports and proposals;
- Fill-in cluster matrices and information materials with the support of programme teams;
- Record and produce the minutes of management and programme meetings or other relevant meetings. Ensure timely circulation;
- Support any research initiatives planned and liaise with the Knowledge Management department in Dublin and PMs for recording knowledge on programme implementation. Support the PMs in gathering and documenting learning;
- Produce and improve existing programme maps and visualisations for the better comprehension of our intervention zones.
Communication :
- Support the Country Director and Programme Director in updating and creating communication materials (the Concern Niger brochure, quarterly update, roll-ups for public events, capacity statement) for local and international communication;
- Produce short documents with informative materials for the better understanding of key Concern policies and documents;
- Produce case studies, take pictures and write blogs for the Concern website;
- Liaise with Dublin and London Communication teams to contribute to communication campaigns and appeals, sending materials for their use or completed work for their review;
- Assist national staff to produce good quality communication materials;
- Organise Concern’s participation in national NGO events (e.g. World Humanitarian Day, Int’l Women’s Day, World NGO day).
Cross-Cutting Issues: Gender/Protection/HIV/Disaster Risk Reduction/Environment :
- Support Programmes Director and liaise with the relevant PMs in integrating and monitoring a more systematic mainstreaming of gender, protection, HIV, Disaster Risk Reduction and environment in programming;
- Support programme teams in the reinforcement of the Concern Code of Conduct and associated safeguarding policies, as well as the participation of women in programme activities;
- Support Programmes Director and other key Concern personnel on the elaboration and follow-up of the Plan for Effective Emergency Response (PEER), Core Humanitarian Standards and the Complaints Response Mechanism;
- Any other tasks as assigned by the Programme Director or the Country Director.
Other :
- Provide support, as required to the programme team to ensure Concern is meeting the CHS engagements:
- Any other duties as required in country by your line manager.
Safety and Security :
- Respect the Niger Standard Operating Procedures in line with the Security Management plan (SMP).
Accountability :
The Grants and Communication Officer is accountable to the Programme Director for his/her performance. The support provided in maintaining a programme information management and tracking system, along with feedback from the CMT regarding extent and quality support to the project team, as well as compliance with Concern Worldwide policies and procedures will be the main means of assessing performance.

- actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
- work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
- work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
Confidentiality
- Ensuring the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties;
- Ensuring strict guardianship and security of financial data and documents at all times, including secure storage, accurate & complete filing and limiting access to the finance office to authorised personnel only;
- Ensuring strict adherence to Concern Niger Financial Procedures and Fraud Policy and remaining within the boundaries of these policies at all times.
Your skills and experience will include:
- Relevant graduate qualification in management, social science, humanitarian projects management or related subjects;
- At least four (4) years’ professional experience in international development with two (2) years in proposal development, grants management, or proposal writing;
- Solid understanding of main donor regulations (EU, ECHO, AFD, USAID) and procedures pertaining to grants management cycle and grants management;
- Demonstrated ability to perform complex tasks and to prioritize multiple projects;
- Proven records maintenance and database management skills;
- Willingness and ability to travel to the field and field experience working for an INGO
- Speaking, writing and reading fluency in French and English.
