About the role :

This is a 36 month, new role with accompanied terms based in Niamey, Niger with 60 to 70%  of the time spent in the Programmes areas of Tahoua Diffa and Tilabery and with a salary Grade 4 €41,603 – €46,226 and benefits.

You will report to the Programmmes Director and will liaise with the Country Director, Health and Nutrition Advisor, Livelihood Advisor, ERNE Programme Coordinator, National education coordinator, Tahoua Regional Coordinator, EUTF project Manager, Gender and CHS manager and you will be the technical focal point for the PALU in Dublin. You will manage the MEAL unit of Concern Niger.

Your purpose :

The Monitoring, Evaluation, Accountability and Learning Coordinator is responsible for ensuring high quality programme planning, monitoring, evaluation, accountability and learning across Niger country programme. You will also provide high quality technical support during programme design and implementation, data collection tools, coordination with Dublin PALU, coordination of evaluations, coordination of quarterly meetings and programme reviews meetings in collaboration with the Programme Director.

Strategic visions around MEAL :

  • Develop a MEAL strategy and a MEAL system in accordance with Concern Worldwide policies and Concern Niger strategic plan ;
  • Support the Concern Niger programme team to improve MEAL-related documentation, communication, and Results-Based Management ;
  • Be the driving force for improving MEAL activities ;
  • Contribute extensively to improving programmes through providing relevant and evidence-based information ;
  • Engage in consultations at the national level with key stakeholders (UN agencies, government and NGOs) on monitoring tools ;
  • Act as focal point and provide field-level support for the planning and implementation of M&E activities throughout the programme cycle (baseline, midline, end line, other evaluation) ;
  • Ensure that cross-cutting issues (e.g. accountability, gender) are adequately addressed in the design of M&E tools and implementation of M&E activities ;
  • Providing up to date practice, easy to use tools and clear guidance for reflection and learning across the organisation.

Ensure the relevance and quality of MEAL systems at country level :

  • Establish Concern Niger’s MEAL System in accordance with Concern Worldwide policies and Concern Niger MEAL Strategy, and ensure all projects are compliant ;
  • Participate in project design, planning and implementation as the focal point for all MEAL activities including design of Theories of Change, Logframes, Indicators, MEAL Plans etc. ;
  • Assess the financial, human and logistical elements of MEAL activities to be implemented and ensure appropriate budgeting of MEAL resources during the development of proposals ;
  • Participate in the design and set-up of relevant and consistent surveillance systems in collaboration with the technical management team.

Provide technical support for assessment, monitoring and evaluation :

  • Ensure that Concern resources, policies and tools regarding MEAL activities are used correctly ;
  • Provide technical support to program managers and M&E officers for the design, planning and implementation of MEAL activities: design of survey (data collection) methodologies, design of tools, quality control during data collection process, data analysis and reporting ;
  • Coordinate the implementation of the ERNE project baselines and endline evaluations (SMART Surveys, coverage survey etc…) ;
  • Provide technical support  in sector-based assessments and analysis (protection, gender, conflict etc.) ;
  • Regularly visit Concern activities in the field to ensure that MEAL activities are properly carried out and that established norms and standards are respected ;
  • Increase the use of iForm Builder (Concern’s digital data gathering system), in particular for output monitoring ;
  • Disseminate and ensure learning  from assessments, studies, evaluations and regular monitoring is used for improved results-based management ;
  • Ensure that information related to the integration of gender in programme activities are captured in different data collection tools and regularly analysed.

Staff management and capacity building :

  • Define the prerequisites for MEAL position openings and adapt existing job descriptions MEAL staff if necessary ;
  • Identify MEAL related-training requirements among MEAL and non-MEAL Staff within Concern Niger or Concern Niger partners´ teams with regards to MEAL and lead workshops, trainings and/or technical exchanges accordingly ;
  • Reinforce Concern Niger MEAL- and non-MEAL-Staff’s capacity on MEAL, results-based management and the use of Concern’s resources and tools for MEAL and for digital data gathering qualitative data collection methods ;
  • Line manager for the MEAL manager in Tahoua, the MEAL officer of the ERNE project and the MEAL officer of the EUTF project in Diffa, and ensure the correct management of the staff under their supervision (e.g. data managers).

Confidentiality :

  • Ensure the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties ;
  • Ensure strict guardianship and security of financial data and documents at all times, including secure storage, accurate & complete filing and limiting access to the finance office to authorised personnel only ;
  • Ensure strict adherence to Concern Niger Financial Procedures and Fraud Policy and remaining within the boundaries of these policies at all times.

Accountability :

  • Ensure adherence to Concern’s Code of Conduct and Associated Policies ;
  • Contribute to and ensure that the Niger programme delivers on its accountability commitments ;
  • Ensure the programme is in line with Core Humanitarian Standards (CHS) by ensuring communication, information sharing within the programme and promoting participation of staff, beneficiaries and other stakeholders to all the steps of the programme cycle. 

 

Your skills and experience will include :

  • Master Degree in Impact Evaluation, Social Research, Statistics, social sciences or equivalent ;
  • At least 3 years of progressive MEAL or M&E experience in the development and humanitarian sector ;
  • Previous team management experience ;
  • Strong knowledge in M&E systems in emergency and development contexts ;
  • Experience of working with or providing support to partners and/or a partnership model of working ;
  • Previous experience in capacity building and the delivery of training sessions on MEAL, RBM and quality control and accountability approaches ;
  • Able to be a strong leader, be diplomatic, flexible and rigourous as needed ;
  •  Strong capacity with Word, Outlook, Excel, (required), SPSS, iForm Builder, GIS software (preferred) ;
  • A technical knowledge/background in WASH, Nutrition, Health, FSL, and gender will be a plus ;
  • Fluent in French and English, including strong communications and interpersonal skills and the ability to interact productively with partners and stakeholders (community, government technical services and institutions) ;
  • Strong Analytical and problem solving abilities ;
  • Ability to organize, plan effectively, work under pressure often to strict deadlines ;
  • Good networking, communication and team work skills ;
  • Dynamic, Self starter and flexibility ;
  • Ability to work independently and in teams, and manage a high volume work flow ;
  • Willingness to travel to rural areas (60 – 70% of time).
