Context

The Norwegian Refugee Council (NRC) is looking for a Finance Manager. NRC has been working in Niger since 2020 and the Niger country office split with Burkina Faso on June 1st. NRC programmes in Niger are focused on the sectors of Education, Protection and Camp Management (CCCM), Shelter, Water, Hygiene, Sanitation (WASH), and Information, Advice and Legal Assistance (ICLA) for populations forced to move. Niger faces a multitude of humanitarian crises – population movements, conflicts, malnutrition, food insecurity, recurrent epidemics, cyclical floods and drought. Conflicts in neighboring countries are a key contributor to the growing insecurity and instability in Niger, as well as causing population displacements which currently affect four regions of Niger: Diffa, Tillabéry, Tahoua, and Maradi. NRC programme also focuses on early recovery, durable solutions, and self-reliance.

What you will do:

The purpose of the Finance Manager is to be responsible that the financial set up is according to NRC, standard and to support programme/project implementation.

  • Ensure that country set up adhere to Financial Handbook, NRC policies, donor, and auditorrequirements.
  • Compliance with and adherence to NRC policies, guidelines, tools, handbooks, and donor requirements
  • Implement NRC’s financial systems, routines and procedures.
  • Maintain overall budget control and monitor cash flows
  • Management of financial team
  • Training of line managers and staff with financial responsibilities
  • Provide regular analysis and reports.
  • Implement anti-corruption policy
  • Promote the rights of IDPs (Internally Displaced People)/returnees in line with the advocacy strategy.
  • Lead preparations for and follow up on audits and end of year closure.
  • Provide input on operational support in proposal development and project implementation.
  • Produce donors’ budgets for new proposals and reports in donors’ formats
  • Facilitate the Master Support Budget and BPO (Budget Programme Overview) development and monitoring
  • Maintain overall budget control and monitor cash flows.
  • Generate monthly financial reports including BvAs (Budget versus Actual) and provide financial analysis with appropriate advice to the country management team and budget holders.
  • Support budget holders on the budgeting process and prepare donors financial reports on due time.
  • Lead and develop the finance team capacity in the country including training and development of local finance procedures.
  • Coordinate weekly meetings with finance staff for information sharing.
  • Monitor compliance of internal control and financial systems.

What you will bring:

Generic professional competencies: 

  • Minimum 3 years of experience from working as a senior Financial Manager
  • Experience of working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile
  • Solid knowledge of computer software and modern accounting systems
  • English essential, French preferred
