GENERAL PROCUREMENT NOTICE

NIGERIA

EKITI SPECIAL ECONOMIC ZONE INFRASTRUCTURE AND JOB CREATION PROJECT

  1. The Government of the Federal Republic of Nigeria has received a Grant from the African Development Bank’s Middle-Income Country Technical Assistance Fund (MICTAF) to finance the feasibility and design of the Ekiti Special Economic Zone Infrastructure and Job Creation Project.
  1. The principal objectives of this project is to facilitate the development of Ekiti Knowledge Zone (EKZ), which falls within the Special Economic Zones (SEZs) initiative by the Federal Government of Nigeria with the aim to enhance economic diversification through domestic and foreign investments and to create decent jobs. The EKZ initiative is anchored on priorities outlined in both Nigeria’s Economic Sustainability Plan of 2020 and Ekiti State’s Development Plan, especially in the area of economic development, investment promotion, revenue generation, job creation, skills development, poverty reduction, and gender equality. Ekiti State is one of the most literate in Nigeria but peculiar challenges in the labour market have limited utilization of the literate labour force. Adult literacy rate is high at 63% and the state has much higher youth literacy rate at 92%. Underemployment has persistently been high, coupled with high unemployment which reflects the lack of durable job opportunities. This situation creates the need to develop specific economic clusters to stimulate economic activity and diversification, create jobs, and optimize revenue generation for the State Government. The high literacy base of the youth population already provides a strong talent base to support the innovation ecosystem as innovators, and also as consumers of digital and technology products. The vision of EKZ is to become the leading destination for innovation in Nigeria, and the first purpose built special economic zone focused on technology innovation. Under SEZ initiative, the Ekiti State Government will provide land, and the required infrastructure and enabling regulatory environment with the aim to attract the financial and managerial capabilities of the private sector.
