CHILD SAFEGUARDING:

Level 3- The responsibilities of the post may require the post holder to have regular contact with children or young people and, in the overseas context all posts are considered to be level 3 posts in view of potential situations which may allow staff unsupervised access to vulnerable children and young people.

ROLE PURPOSE: 

The Human Resources Officer provides support and assistance for the development and management of Human Resources functions, for the development and maintenance of policies & procedures and for the promotion of SCI Policies. He/ She will also be responsible for the provision and management of effective HR services in the Abuja CO office and  will contribute to ensuring that Save the Children’s commitment to improving quality and accountability is upheld, through reference to SCI’s Quality Standards through the effective use of HR systems.

KEY AREAS OF ACCOUNTABILITY: 

HR Operations

  • Assist with the collation of CO and Field office recruitment documents for CD sign off.
  • Partner with the HR Manager to roll out all key people processes (performance management, compensation, benefits, development programs, etc).
  • Support the unit’s meetings, and other HR events
  • Support the field offices in coordinating HR key activities
  • Process payments for HR-related expenses and keep records accessible for audit checks

Recruitment

  • Active involvement in recruitment by posting ads and managing the hiring process
  • Receive applications from prospective candidates and maintain an applicant database
  • Participate in panels as well as in the short listing and interviewing as well as negotiating offers for prospective staff

Contract Management

  • Draft employment contracts for new hires and existing employees.
  • Update and amend contracts as necessary, including contract renewals and extension
  • Maintain a secure and organized system for storing and managing employee contract records.
  • Ensure confidentiality and security of all employee contract information.
  • Keep detailed records of contract statuses, amendments, and renewals.
  • Generate reports and analyze data related to employee contracts
  • Preparation of consultancy contracts for national and international consultants as well as keeping an updated and accessible database of consultants in line with acceptable SCI procedures.

Record Management 

  • Create and update personnel files- hard copy and electronic copy on SharePoint for all staff as well as the staff database
  • Maintain database for consultants, volunteers, seconded and service providers
  • Maintain leave-tracking and performance review schedule
  • Provide oversight support to the state offices to ensure compliance of HR policies in relation to record management and documentation

Employee Relations

  • Support in employee onboarding and orientation to ensure smooth integration into the company.
  • Participate in the planning and facilitation of Global Inductions for new hires within Save the Children in Nigeria on a monthly basis.
  • Provide a generalist HR service to managers across a full range of HR issues
  • Support to ensure that all changes to SC payroll is prepared/updated punctually and that these changes are checked and signed off by HRM before being presented to the Country Director
  • Support the wider HR team in providing training to staff on HR policies and procedures.

Staff Health, Wellness and Safety 

  • Registration of staff with Health Management Organisations (HMO)
  • Maintain records of all incident reports
  • Provide relevant information necessary for the management of the combined accident and employee compensation and group life insurance cover for staff
  • Support with implementation of monthly wellness initiatives for staff

Safeguarding

  • Under the supervision of the CO HR Manager disseminate, implement and monitor all SCI Safeguarding policies implementation across Nigeria CO
  • Ensure vetting process for new hires is strengthened

QUALIFICATIONS 

  • University degree in Human Resources Management, Business Administration, Law or equivalent in relevant field

EXPERIENCE AND SKILLS

  • A minimum of 5 years of experience in a Human Resources role in a corporate or INGO environment
  • Proven ability to provide high level support to management teams
  • Ability to plan and organise a substantial workload that including complex, diverse tasks and responsibilities
  • Experience of managing and developing teams
  • Experience of setting up and maintaining management information systems and office systems
  • Experience of effective budget development and management
  • Experience of negotiating offers and ensuring value for money
  • Excellent communication skills in order to deal tactfully and sensitively with a wide range of people
  • Excellent organisational skills and a track record of consistently prioritising delivering on time
  • A high level of computer literacy
  • Good judgement, initiative and problem solving ability
  • Commitment to Save the Children’s mission and values
