MdM currently works in more than 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM has been implementing an emergency program in Borno State since 2016, in response to the humanitarian crisis in north-eastern Nigeria, focusing on improving access to primary health care, treatments of under-nutrition and for gender-based violence survivors, and providing sexual and reproduction health and mental health and psychological support services for IDPs and host populations. The coordination office is in Maiduguri and we have 2 field offices Maiduguri and Damboa and 1 liaison office in Abuja. There are fixed PHC clinics directly run by MdM across 3 different project sites and 2 state-run MoH health posts supported bu MdM in 2 other locations of the state. MdM teams conducted a multi-sectoral assessment in November 2020 in north-western Nigeria in the aftermath of several populations’ displacements ensuing from series of violent clashes between local farmers and cattle herders admits waves of bandit-related security incidents.

 

Tasks and responsibilities:

Under the supervision of the general coordinator and with the support of the logistics advisor in HQ, you lead the development of the country programme logistics strategy and ensure its timely implementation. You provide logistics guidance, advice and support to all programme and field sites and the logistics staffs. You manage directly 1 logistics officer/supply officer and 1 ICT officer and support the logistics teams in Maiduguri and Damboa bases.

Your main responsibilities are the following:

Logistics coordination

  • Define and implement the logistics tools, processes and procedures;
  • Assist the field teams in scheduling all logistics activities;
  • Provide input on logistics matters to the coordination team for proposals and report writing;
  • Ensure that the monthly logistics reporting documents and forms are upkept and sent to HQ.

 

Program activities

  • Perform the role of technical advisor at country level and take final responsibility for all logistics tasks of the mission;
  • Be responsible for the appropriate selection, installation, use and maintenance of all equipments;
  • Develop and maintain good network of contacts to facilitate emergency responses;
  • Support the programme teams, particularly on transportation.

Procurement, supply chain & asset management

  • Oversee the full scope of the supply chain management for support and activities requirements within the country (international & local purchases);
  • Be in charge of the implementation, the follow up and observance of MdM Logistics procedures and more generally, donor compliance;
  • Ensure active monitoring of the purchasing process including overseeing local customs clearance of imports;
  • Ensure that a supplier database exists and up to date;
  • Oversee the general fleet management processes.

 

Team management

  • Be responsible for defining the logistics department staff set up;
  • Be responsible for the technical support of all logistics staff;
  • Be responsible for the capacity building and training of all logistics staff.

 

Safety and Security

  • Participate in development, review, implementation, diffusion and monitoring of MdM’s security measures in-country;
  • Be responsible for performing the security briefings.

 

Meetings, representation and reporting

  • Attend weekly online meetings with HQ logistics advisor;
  • Attend and contribute to the MdM weekly coordination meetings;
  • Represent MdM and network among other organisations and at a national level;
  • Attend national logistics and/or security related external meetings;
  • Consolidate logistics reporting and prepare monthly logistics report.

 

Conditions of employment:

  • Status :Employee;
  • Fixed-term contract;
  • Duration :6 months;
  • Starting date: ASAP;
  • Based in Maiduguri with regular field visits;
  • Gross monthly salary: 2 860 euros;
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required;
  • Expatriation bonus (10% gross salary per month);
  • Transportation cost, vaccines and visas covered;
  • Guesthouse housing;
  • 5 RTT (recovery days) per year;
  • 5 weeks of paid leaves per year;
  • Health insurance (60% covered by MdM and 40% by the employee);
  • Insurance (repatriation…);
  • Teleworking agreement for positions eligible to telework: 110 days/year (minimum of 1 day per week onsite), minimum of 6 months seniority required;

Skills and experience needed:

  • 2 years’ higher education qualification in logistic management/purchasing;
  • 5 years’ professional experience (including at least one year in a logistical coordination position in a humanitarian setting or 2 years’ logistician experience);
  • Experience in fleet management, security, supply chain and stock;
  • Experience in managing a large team and work in an international setting;
  • Ability to work quickly, under pressure, and with short deadlines;
  • Ability to work and live in avolatile security context;
  • Languages: English is mandatory and knowledge of Hausa or French would be an asset;
