Consultancy Services for Monitoring & Evaluation (M&E) to Cover Technical Audit, Road Safety Audit and Road Safety Sensitization of Kabale-Lake Bunyonyi and Kisoro-Mgahinga Road Upgrading Project (34km)

1.The Government of Uganda has received a loan from the African Development Bank towards the cost of Kabale-Lake Bunyonyi/Kisoro-Mgahinga Road Upgrading Project and intends to apply part of the loan proceeds to payments under the contract for Consultancy Services for Monitoring & Evaluation, Technical Audit and Road Safety Audit and Sensitization of Kabale-Lake Bunyonyi and Kisoro-Mgahinga Road Upgrading Project (34km).
2.The Kabale-Lake Bunyonyi/ Kisoro-Mgahinga road is an existing gravel tourism road located in the South Western part of Uganda within the districts of Kabale and Kisoro. The Kabale-Lake Bunyonyi road connects Kabale town to the shores of Lake Bunyonyi via Kachwekano village, while the Kisoro-Mgahinga road link connects Kisoro town to Mgahinga National Park in Ntebeko with a spur connection to the foot of Muhavura Mountain.
- In order to carry out this project, the Government of Uganda represented by the Uganda National Roads Authority (UNRA) intends to engage a qualified firm (the Consultant) to undertake:
- Monitoring and evaluation of the impact of the rehabilitation/upgrading of the road sections on the beneficiaries in the project zone of influence;
- Technical audit of the road works to ensure technical compliance with the required specifications of the works under construction by the civil works contractor (Contractor) and the associated supervision by the Supervision/Consulting engineer (consultant); and
- Road Safety Audit of the road sections to inform on road safety compliance with the required standards of the road during and after project implementation. The duration of the entire assignment is 48 months covering design review stage; pre-opening; post-opening stages; and the defects liability period.
4.The Uganda National Roads Authority (UNRA) now invites consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services by:
- describing assignments of similar nature and scope conducted in the last ten (10) years (with a minimum of two (2) assignments for each of the three areas of M&E, Technical Audit and Road Safety Audit /Road Safety Sensitization)
- providing information on experience in sub–Saharan Africa region on at least three (3) projects over the last 10 years with a minimum of one project each in M&E, Technical Audit and Road Safety Audit /Road Safety Sensitization; and
- indicating ability to mobilize appropriate skills in M&E, Technical Audit and Road Safety Audit /Road Safety Sensitization among the consultant’s staff: Transport Economist/ Team Leader, Transport Planning Specialist, Monitoring and Evaluation Specialist, Social Development Specialist, Highway Engineer, Technical Auditor, Materials Expert , Contract / Claims Specialist, Road Safety Specialist, Communication Specialist Consultants may constitute joint ventures/associations to enhance their chances of qualification.
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group-Funded Operations” approved October 2015, which is available on the Bank’s website at http://www.afdb.org.
- Interested consultants may obtain further information at the address below during office hours between 9.00 hours and 17.00 hours.
- Expressions of Interest in English must be delivered to the address below on or before 12 August, 2021 at 11:00 a.m. with the envelope or packaging clearly marked “Expression of Interest for “Consultancy Services for Monitoring & Evaluation, Technical Audit and Road Safety Audit /Road Safety Sensitization of Kabale-Lake Bunyonyi and Kisoro-Mgahinga Road Upgrading Project (34km)”.
- Expressions of interest will be opened in the presence of the applicants’ representative who choose to attend at the address below on 12 August 2021 at 11:30 a.m.
