Cadre organisationnel

These positions are located in the Field Administration and Logistics Division in the Department of Peacekeeping Operations at both Headquarters and in the field. Transport Officers report to the Head of a Section or a senior Transport Officer.

Responsabilités

Within delegated authority, the Transport Officer will be responsible for the following duties: (These duties are generic, and may not be performed by all Transport Officers.)

GENERAL:
• Prepares cost estimates for budget and planning purposes.
• Monitors and administers transportation contracts and Letters of Assist.
• Prepares Letters of Assist for the transport operations, ensuring that requirements and specifications are accurate and complete, and complete and obtain funds availability certification.
• Reviews bid responses and conducts operational and technical evaluation and analysis of the bids to ensure that offers meet technical requirements and operational needs.
• Liaises with commercial insurers and United Nation insurance specialists to ensure that coverage on goods and equipment is adequate.
• Coordinates requisition process with purchasing authorities to insure that bidding and approval processes meet required timetable.
• Participates in technical field missions as required; advises on all matters pertaining to the planning, budgeting and monitoring (including safety) of the provision of transportation resources to field missions.
• Performs other duties as assigned.

SURFACE AND AIR TRANSPORT:
• Assists in the development of surface/air transport administrative, logistics and technical support policy objectives to effectively service components.
• Develops the surface/air transport safety and maintenance rules and regulations, and those on safe driving.
• Participates in planning the use of surface/air transport to achieve pre-determined outcomes using cost effective and efficient methods to deliver services.
• Advises on the serviceability of vehicular/aircraft equipment in use and on the disposal of the unserviceable or beyond economical repair.
• Prepares technical reports, statistics and other documents required for vehicle establishment review and regular and ad hoc reporting requirements related to air transport operations.
• Assists in reviewing and controlling all expenditures from the approved surface/air transport budgets to ensure that the respective transport requirements are met within allocated funds.
• Assists in the preparing surface/air transport annual budgets.
• Supervises staff to obtain maximum productivity.

MOVEMENTS:
• Implements and manages the sea, air or surface transportation of equipment of countries contributing contingencies and United Nations owned equipment to and from the United Nations peacekeeping missions. Within operating parameters established through coordination with DPKO and other involved participants, resolves the most cost efficient and operationally efficient plan for each transport requirement.
• Negotiates insurance claims, ensuring proper settlement on lost or damaged goods and equipment.
• Coordinates transportation of peacekeeping personnel to and from field missions by most cost effective and efficient contracts in terms of safety and timeliness.
• Monitors and evaluates transportation equipment and terminal facilities of contractors and that owned by the United Nations to ensure safe and efficient delivery of equipment and personnel and note deficiencies to be corrected.

AIR SAFETY:
• Assists in the planning, programming and implementation of the UN aviation Safety policy and programmes (e.g. the Aviation Safety Programme, Aviation Safety Site Inspection Programme, Vendors Performance Evaluation Programme, etc.; establishes and monitors fight standards, execution of site inspections, registration of vendors, certification of aircraft registration, airworthiness, personnel licensing and maintenance plans.
• Develops and maintains various monitoring systems (e.g. for aircraft occurrence reports, vendor certification, aircraft registration, licensing, etc.).
• Compiles and analyzes statistical data from diverse sources; present findings, identifying adverse trends, lessons learned, etc.; ensure dissemination of results.
• Provides advice on issues/problems pertaining to aviation safety.
• Makes recommendations on the improvement of aviation safety aspects of UN air operations with particular attention to vendor performance, site inspections, occurrences reporting, data collection and analysis, etc.
• Follows, maintains, disseminates ICAO Annexes, Standards and Recommended Practices; assesses these standards against UN flight standards and forwards inputs and recommendations for review; monitors external commercial aviation safety programmes and assess their applicability to the UN.
• Assists in the training of new Transport Officers.
• Contributes to the preparation of various written reports, guidelines, studies, briefings and other communications.

Knowledge of regulations and requirements designed to ensure the safety of personnel and goods transported by contracted carriers. Formation

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, law, engineering or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. (For air transport and aviation safety – Advanced university degree in air transportation, aviation engineering, safety management or air traffic control or graduation from equivalent military establishment or military flight/air traffic control training. Professional pilot, engineering air traffic control license is required).

Expérience professionnelle

A minimum of five (5) years of progressively responsible experience in surface transport operations or related area is required.
United Nations experience, particularly with a United Nations field operations and/or professional experience with a UN agency in the field, or similar international organization is desirable.

Connaissances linguistiques

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
