FOR THE RECRUITMENT OF INDIVIDUAL CONSULTANT TO UNDERTAKE
FEASIBILITY STUDIES AND SUPPORT THE DEVELOPMENT OF THE “INTEGRATED CLIMATE RESILIENT APPROACHES FOR SUSTAINABLE LAND MANAGEMENT (SLM) IN SELECTED CATCHMENTS OF KYOGA AND UPPER NILE WATER MANAGEMENT ZONES WATER MANAGEMENT ZONES” PROJECT IN UGANDA
- The African Development Bank (AfDB) hereby invites National Individual Consultants to indicate their interest in the following assignment: “Consultancy services for undertaking feasibility studies and supporting the development of the Integrated Climate Resilient Approaches for Sustainable Land Management (SLM) in Selected catchments of Kyoga and Upper Nile Water Management Zones Water Management Zones project in Uganda”. For more details, please refer to the Tors in the annex.
- The Bank invites National Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the Administrative or Capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
- The estimated duration of services is 3 months, and the estimated start date is August 1st, 2021.

ESTABLISHMENT OF THE SHORT LIST
- A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

Terms of Reference (ToR) to conduct feasibility studies and support the design of the “Integrated Climate Resilient Approaches for Sustainable Land Management (SLM) in Selected catchments of Kyoga and Upper Nile Water Management Zones Water Management Zones” project in Uganda
BACKGROUND
The Africa Climate Change Fund (ACCF) hosted within the Climate Change and Green Growth Department (PECG) of the African Development Bank, is an enabler fund which builds institutional capacity for regional member countries or institutions to access climate finance. The Africa Nationally Determined Contributions (NDC) Hub whose secretariat is hosted within PECG, is a multi-stakeholder platform, which allows for leveraging of technical and financial capacity of various development institutions to efficiently and effectively address NDC implementation needs.
The Africa NDC Hub with funding from the ACCF is supporting institutional capacity building in Namibia, Uganda, São Tomé and Príncipe and Cameroon through a project entitled, “The Africa NDC Hub: Supporting NDCs Implementation in Africa”, to accelerate access to climate finance and the effective utilization of funds for the implementation of NDCs.
The Government of Uganda as a signatory to the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC), submitted its NDC, which aims to reduce the country’s vulnerability to climate change in priority sectors as well as contribute to greenhouse gas (GHG) emission reductions in forestry, wetlands, energy, transport and agriculture sectors among others. The ACCF grant will support the Ministry of Water and Environment/Climate Change Department (MWE/CCD) to accelerate and scale up Uganda’s access to climate finance for its NDC implementation.
RATIONALE
The Government of Uganda has developed a number of strategies, plans and programmes to advance implementation of its current NDC. These include, the NDC Implementation Plan, Strategic Program for Climate Resilience (SPCR), Green Growth Development Strategy, and National REDD+ Strategy among others.
There exist a number of challenges related to project proposal development and identification of potential financing entities. Two project ideas were identified from output 5.3 of the Uganda’s NDC Partnership Plan to address this challenge, namely:
- Strengthening Climate Change Resilience of Communities and Infrastructure in Major Urban Centers in Uganda
- Integrated Climate Resilient Approaches for Sustainable Land Management (SLM) in Selected catchments of Kyoga and Upper Nile Water Management Zones
In order to advance the project ideas and align with standard proposal development requirements, feasibility studies are required to ascertain the technical, environmental, social, and financial viability.
In this regard, PECG seeks to hire under the ACCF funded project an individual consultant to undertake feasibility studies, including economic and financial and the completion of the climate analysis for the “Integrated Climate Resilient Approaches for Sustainable Land Management (SLM) in Selected catchments of Kyoga and Upper Nile Water Management Zones” project.
OBJECTIVE AND GENERAL SCOPE OF THE ASSIGNMENT
The objective of the assignment is to undertake feasibility studies for the project idea mentioned above and produce complete project documents/results that provide information on the technical, environmental, social, and financial viability that will inform the project proposal to be developed.
The proposed assignment, shall include the following activities :
- Undertake the feasibility studies of the project while ensuring its consistency with national government policies and strategies;
- Analyze and compare scenarios with and without the project under a projection of climate change and against a baseline situation, and compare those scenarios to each other to determine the impact of the project;
- Based on the relevant government policies, conduct the overall financial analysis and profit/loss calculations of the projects, including the internal rate of return in close collaboration with Ministry of Water and Environment, and other relevant ministries and institutions;
- Complete the climate analysis and rationale to be used for the project proposal.
SPECIFIC TASKS
Feasibility studies
- Identify and review the findings of the existing / similar analytical and feasibility studies (if available) in SLM of water catchment areas for Kyoga and Upper Nile WMZ;
- Provide a technical assessment of the viability of the project. If a particular technological solution is chosen, the consultant should describe why it is the most appropriate for the project;
- Apply in-depth technical design studies for the proposed technological solutions to present technical, environmental, social, policy assessment of feasible options/solutions for the proposed project, and propose outcomes and recommendations with the most feasible and sound options for the project;
- Apply relevant engineering study/analysis with testing work and on-site appraisals;
- Include deeper analysis and testing of each feasible option;
- Undertake a SESA (Strategic Environmental and Social Assessment) in accordance with the Bank’s
Environmental and Social Assessment Procedures (ESAP) as part of the feasibility study of the project.
Climate analysis and rationale
- Complete the description and analysis of climate change profile and trends, using the relevant and recent data;
- Complete the description and analysis of climate change impacts on agriculture, ecosystems, populations, water resources, etc. in the target project sites;
- Complete the description and analysis of the mitigation needs (GHG emissions profile) and/or adaptation needs (climate hazards and associates risks based on impacts, exposure, and vulnerabilities) related to the project.
Economic and financial analysis
- Conduct detailed analysis and specify the expected economic and financial rate of return with and without the Fund’s support, and establish the cost–economic benefit ratio of project;
- Conduct an in-depth analysis of the economic and financial cost-effectiveness of the project based on key barriers and relevant factors;
- Specify the cost–economic benefit ratio of project activity by comparing their positive and structuring effects on the national economy through job and income generation contributing to achieving the project development goals and the emergence of the country;
- Analyze the financial cost–benefit ratios of the project investment;
- Analyze the intrinsic cost-effectiveness of the funding;
- Calculate and analyze the net added value prior to projects financing;
- Conduct in-depth technical design studies for the proposed climate technologies and make recommendations of the most feasible and sound options for the project;
- Apply relevant engineering study/analysis with testing work and on-site appraisals for project location;
- Identify private sector institutions to engage in the project;
- Contribute to the development of the transformative approach of the project that will aid in scaling up climate resilience building and low emission activities;
- Develop the project financing models.
Other specific tasks
- Collect data and undertake desk review of documents that are relevant to the assignment, including Vision 2040, NDC, NDPIII, Programme Implementation Plans, Detailed Analytical studies, Physical development plans, land use plans, relevant laws, regulations and policies, and other ongoing related initiatives;
- Identify, prioritize and cost the infrastructure and other required investments for the project
- Conduct project risk analysis;
- Identify and map relevant stakeholders including potential project financing entities;
- Support the development of the project proposal in the GCF template.
KEYS DELIVERABLES
- An inception report describing the assignment of the consultant, the detailed methodology and the updated work plan;
- A complete and detailed climate analysis and rationale for the project and the project sites
- Feasibility studies for tor the project (including i- complete and detailed economic and financial analysis and financing models; ii- Strategic Environmental and Social Assessment for the projects; iii – technical, environmental, social, policy assessment of feasible options/solutions for the proposed project), and propose outcomes and recommendations with the most feasible and sound options for the project;
- Finalized project proposal in the GCF template developed with the support of the CCD and the Bank.
QUALIFICATIONS
Interested consultant most be a Natural resources management expert with the following qualifications:
- At least a Master’s Degree in environment, natural and /or water resources management, climate change, and or meteorology;
- At least ten years of project-relevant professional experience in analyzing climate change trends, impacts and vulnerability;
- Strong knowledge of the natural resources / water resources management challenges of Uganda, of large-scale projects design in natural resources, water resources and / or climate change sector;
- Strong knowledge of large-scale projects design in natural resources and / or climate change sector;
- Working experience in Uganda and knowledge of climate change donors (GCF, GEF, etc.) are considered an asset;
- At least ten years of project-relevant professional experience in analyzing large-scale development projects and mixed-use real estate development projects; financial modelling; project finance; green finance experience with bank lending for large-scale is an advantage;
- Excellent knowledge of relevant computer programmes;
- At least 10 years of working experience in developing countries;
- Experience on financial structuring for projects;
- Experience of preparing economic (CBA) and financial appraisal (IRR) for projects;
- Strong analytical and inter-personal skills;
- Excellent communication and team-working skills and excellent command of spoken and written English.
SUPERVISION AND REPORTING
Technical guidance and supervision will be provided MWE/CCD and PECG. The overall responsibility is under the authority of the designated staff at the Climate Change and Green Growth Department of the African Development Bank. The consultant is expected to be based in Uganda.
MODALITY OF PAYMENT AND TIMEFRAME
Payment of the consultant/s will be made upon satisfactory accomplishment and approval of the key deliverables outlined in the Terms of Reference.
It is expected that the final report documents including all annexes are submitted to the Bank no later than 4 months after the contract between the Bank and the consultant is effective.
