How can you make a difference?
UNICEF Uganda is seeking to recruit five Education Response Plan (ERP) District Data Analysts in Isingiro, Kamwenge, Kiryandongo Arua and Adjumani. To achieve both equitable, inclusive access and quality teaching, the Plan calls for resources and support for Strengthened Systems for Effective Delivery. This outcome is realized through activities that include strengthening capacity at district and national levels for coordinating donors and implementing partners; managing data for refugees and host-communities and supporting the District’s monitoring and evaluation system.
Background :
The Education Response Plan for refugees and host communities in Uganda (ERP) is a 3.5-year costed implementation plan, which is an addendum to the Education Strategic Sector Plan. It sets out a realistic and implementable plan to ensure improved learning outcomes for increasing numbers of refugee and host-community children and adolescents across Uganda. The plan is designed as a 3.5[1] year rolling work plan starting from July 2018, with each year that passes, the achievements, lessons learned, and challenges are reviewed, and an additional year added to the planning cycle (Year 0 for preparation from Jan to June 2018). The total programme cost is 389 million USD. The programme aims at reaching 567,500 refugees and host learners per year. The plan will be implemented based on existing and potential resource flows.

As part of the District capacity support the ERP Secretariat Ministry of Education and Sports will support the refugee hosting districts with teachnical support to the District Education Office and partners on data and information management at the district and settlement level with the purpose of generating results monitoring analytics for the National and District-level Education Response Plan.
Scope of work :
Implementation/Delivery/Support :
- Review the ERP harmonized database with District relevant staff to ensure availability of required data ;
- Identification of data gaps for complete reporting of ERP District plan ;
- Consolidate a user-friendly, data management system for ERP monitoring at District level in collaboration with DEO’s Office, UNHCR teams, NGO partners and ERP secretariat. Sub-counties and Parish chief should be considered ;
- Develop a brief user guide to be included in the ERP M&E Guide. The guide will be developed and shared with the Districts and the Information Management Task team for comments ;
- Support refugee-hosting Districts on management, analysis and utilization of education data: compilation, aggregation, and analysis of data and information elements required to produce report and information products ;
- Support District in the collation of data from different sources such as Inspectors, Implementing Partners, Sub counties etc. ;
- Manage the use, maintenance and regularly update the District database ;
- Support development and monitoring of implementation of data/information collection plans ;
- Support generation of District-level reports following the standard reporting formats and ad-hoc reports, charts and tables as required by the District Education Officer and ERP Secretariat ;
- Ensure generation of national-level reports at a quarterly frequency ;
- Support District Education Offices in ensuring that clean data from the settlement and host community is available to ERP Secretariat and District Education Offices in a timely manner ;
- Ensure timely dissemination of data and information products through presentation (PPT), brief report, chart and tables ;
- As soon as the revised EMIS will be operational, support the district in update the system with refugees and host community data.
Capacity building :
- Provide training and support as necessary, to District Education Office staff in relevant aspects of data management and analysis ;
- Advise the DEO’s on computer use, software updates and computer maintenance as necessary ;
- Support the District Education Office on data presentation including preparation of power point presentations, tables, charts e.t.c. ;
- Support DEO staff on effective results monitoring against District ERP targets and coordination on data and information management with partners.
Partnerships/Coordination :
- Participate in coordination meetings at the district and settlement level as necessary ;
- Participate in interagency meetings and other sector working group meetings ;
- Participate in district education meetings.
To qualify as an advocate for every child you will have…
Academic qualification : Degree in Information Technology, Math, Statistics, Computer Sciences, Education, Economics, Social Sciences or any relevant field of studies. A Postgraduate training in Monitoring and Evaluation will be an added advantage.
Work experience :
- A minimum of three years of relevant work experience with data/information management ;
- Proven skills in analysis of statistical information ;
- Proven skills in advance excel software ;
- Previous experience relevant to information and data management for education is an asset ;
- Experience in collection and analysing large volume of data in development setting and humanitarian response ;
- Experience working with multiple stakeholders in conflict and post-conflict situation a plus.
Key Competencies :
- Excellent working knowledge of English and proficiency in computer software and data management applications ;
- Ability to design and coordinate data collection and analysis ;
- Excellent communication and interpersonal skills, including cultural sensitivity ;
- Proficient in graphics software and advanced Excel skills (e.g. pivot tables, functions, etc.).
Desirable :
- Knowledge of the humanitarian and development community ;
- Understanding of education programmes and related standards and indicators ;
- Practical experience in training and mentoring ;
- Good understanding of local government systems and procedures is an asset ;
- Ability to work in a collaborative manner with team members
Application Procedure/Call for Proposals :
Interested candidates are required to submit a detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees. The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable data use estimate, air fares, airport transfers, daily living expenses). This is a national level consultancy and competitive market rates should apply.
Evaluation of Candidate :
The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work (extensive experience in writing donor reports, in compiling and editing annual reports for various organizations).
