How can you make a difference?

UNICEF Uganda is seeking to recruit an Information Management Intern to improve reporting; monitoring and evidence informed planning and targeted implementation. The Information Management Intern will be expected to analyze U-Report results from the ongoing emergency poll focused on Accountability to Affected Populations to be launched in the immediate future.

 

Background :

According to the United Nations High Commissioner for Refugees (UNHCR) and the Office of the Prime Minister (OPM), Uganda is home to 1,424,373 refugees and asylum-seekers as of 31 May 2020, over 59 per cent of whom are vulnerable children. Considering its nature as the host of the highest number of refugees in the region, and thanks to its open-door policy and its porous borders with neighbors, Uganda continues to grapple with the risk of international spread of COVID-19.

As of 31 May 2020, a cumulative total of 457 COVID-19 cases were confirmed in Uganda, including nine children and seven health care workers. According to the Ministry of Health (MoH), there were 346 people admitted to in 15 designated isolation and treatment facilities as of May 2020. More than 1,550 people were under institutional quarantine in 68 facilities across 55 districts.

According to OPM, moderate to locally heavy rainfall in late April and early May caused widespread floods across Uganda, including around Lake Victoria, Lake Albert, and Lake Kyoga and in southern Karamoja. It is reported that floods have displaced an estimated 24,335 people and affected 176,620 people through the destruction of homes, crops, and infrastructure and the disruption of livelihoods activities. In areas where floods were widespread, crop losses are likely to result in below-average first season harvests at the district level in May/June.

As of May, there was no case of Ebola Virus Disease (EVD) or EVD contacts under follow-up in Uganda. Despite this, Uganda remains at high-risk of Ebola importation from the Democratic Republic of Congo (DRC). MoH and partners are developing a six-month plan, though efforts have been largely diverted to the national response to COVID-19.

Considering the multiple risk profile that UCO is grappling with, the Field Operations and Emergency Unit, Kampala has proposed the strengthening of the information management capacity. This is a deliberate strategy to improve reporting; monitoring and evidence informed planning and targeted implementation.

 

Scope of work :

The Field Operations and Emergency Unit, based in Kampala is working to launch regular emergency polls through the UCO’s U-Report mechanism to ascertain the level of risk perception and satisfaction with UNICEF’s humanitarian assistance. Through its AAP work, UNICEF’s aim is to better integrate its beneficiaries into the design, planning, implementation and monitoring of its activities as per the needs reported on the ground. As a result of these emergency polls, U-Report partners will be reporting data related to the questions asked. The results of this poll and its use requires immediate, additional temporary support to analyze data.

 

Specific tasks :

The key functions and accountabilities for this position are all in support to the Emergency Officer position within the Office of FOE and include :

1. Information Management :

  • Support FOE to develop snapshots for internal and external purposes, develop maps to support UNICEF’s programming and that of our partners and build the capacity of the emergency team in Uganda to collect, record, collate and analyze data ;
  • Maintain an archive electronically of useful tools, information, studies, publications etc.

2. Support the design and implementation of UNICEF’s data management strategy : Support FOE to review humanitarian planning and programme documents, identify the information and knowledge management needs in consultation with FOE and jointly propose innovative measures and activities to address identified needs and gaps.

3. Data analysis and mapping :

  • Support FOE in providing data analysis received by partners, U-Report and other data inputs, for inclusion in humanitarian sitreps ;
  • Support FOE in the analysis of data and information and perform data quality and consistency control, ensuring harmonization of humanitarian performance monitoring with the regular programme ;
  • Leverage Geographic Information Systems (GIS) to support FOE in mapping of geographic data management and the creation of dashboards on situation and results summary on regular basis.

 

To qualify as an advocate for every child you will have…

The Information Management Intern should have :

  • Be enrolled in a degree programme in an undergraduate or graduate school, or be a recent graduate or have an advanced university degree in the relevant field. A BSC or MSC in computer science or related field such as information systems, information and communication technology, library or geographic sciences, or engineering highly desirable. Education in other areas will be considered with proven and relevant professional work experience ;
  • Two years of relevant professional experience, in the field of data and information management systems and data analysis ;
  • Knowledge and experience in using Adobe and ArcGIS are highly desirable ;
  • Proven technical experience in development and use of innovative technology, particularly in the areas of data and GIS ;
  • Proven professional experience is considered an asset ;
  • Fluency in English is required. Knowledge of the local language is desirable.
