Main objective of the consultancy service is to upgrade the current ODAMIS (Official Development Assistance Management Information System - ODAMIS) and develop additional features in order to improve the process of reporting, the performance and the efficiency of the system, including the data analysing, processing, and rectifying the revealed shortcomings of the system. In addition, the assignment also ensures improving the transparency of the Official Development Assistance (ODA) loan and grant projects financed by bilateral and multilateral development partners.
Consultant will be responsible for: - Carry out the repairs/maintenance of the system on a timely basis in accordance with the recommendations of the Development Financing Division of the Ministry of Finance (MOF); - Upgrade and improve the procedure for customs and tax exemptions of the ODA projects in accordance with the "Regulation of the exemption procedure from customs and value-added taxes of goods obtained through humanitarian and grant assistance and loans" which is under revision by the Tax Policy Department of MOF; - Improve the financing application form (to include multiple transaction documents in a single request) under ODAMIS); - Update the monitoring and evaluation section of the system in accordance with relevant procedures and regulations; - Develop a feature for financing applications to print the cover for archiving. Provide the solution for linking with electronic archiving systems; - Develop a manual for the system administrator; - Jointly with DFD staff and other consultants, organize training for project Implementing Agencies (EAs/IAs) and Project Implementing Units (PIUs) staff on the system upgrades and operations; - Assist the staff of the DFD with compiling and extracting the necessary information on ODA project financing and data from ODAMIS on a timely basis; - Assist MOF in issuing quarterly aid data; and - Undertake other tasks reasonably requested by MOF and ADB. Jointly with the System administrator consultant: - Integrate the ODAMIS to other information systems of the MOF: - Budget Planning Information System (FISCAL) (budget schedule import/export service of the ODA projects); - Public investment management information system (PIMIS) (assist in finding a technical solution and developing the model with the collaboration of the PIMIS IT team); - Debt Management and Financial Analysis System (DMFAS) (only applicable to new contract/agreement sections); - Intermediate service platform for fiscal and financial service (ESB). - Upgrade the system reporting generally, redesign templates, add variations for particular purposes, and provide options for an easy-to-use and optimal generation.
Outputs will include: - An updated/revamped version of the system and its database; - Updated monitoring and evaluation section; - Developed and updated reporting section; - Developed and updated customs and tax exemption; - Integration (with other MOF systems) report with the relevant technical manual; - Brief report on each testing results, including comparison with requirements and the final design; - Submit a final product and a final report on its development, including (i) system development manuals covering source code and its explanation; and (ii) manuals for system administrators. - Maintenance report (including conducted services, their results, improvements, and changes in the software). - Final report incorporating all tasks performed and undertaken upon completion of the assignment. Detailed Tasks: - Ensure and maintain the full operation of the system and its database on a daily and timely basis; - Fix bugs and errors; - Perform penetration and stress test; - Monitor and analyze system loading speed and user interface feed; - Research and resolve feedback from system users; - Review, test, deploy, and collect feedback on newly developed code; - Improve the outputs of the report; - Develop a monitoring and registration section for piu staff; - Develop and update customs and tax exemption section; - Organize meetings with the Tax Policy Department of the MOF, and provide technical solutions for customs and tax exemption procedures; - Organize meetings with the relevant system admins and developers of the PIMIS, DMFAS, FISCAL, ESB and archiving system for integration purposes; - Provide support to the DFPID and MOF officials in relation to collecting and demonstrating the data from the system on financing, planning budget, and performance; - Provide instructions and guidance to the system users in a timely manner; - Supervise and provide guidance to the project Implementing agencies (EAs/IAs) and project implementing units (PIUs) on the day-to-day project implementation activities; - Monitor timely management, recording, and extension of the project implementation and management unit staff contracts; - Analyze and evaluate the implementation of the projects and programs; - Compile, analyze and report about the data on project financing, disbursement, and implementation, including timely input of the recorded data in the MOF international aid databases and DMFAS. - Consolidate the aid data collected from development partners and MOF internal sources, and - Assist MOF in issuing quarterly aid data.
- Consultant shall have public sector management knowledge and experience, managerial and organizational skills, capacity development expertise, and extensive experience in dealing with government agencies and development partners; - Have a bachelor’s degree in finance, business, public administration with the field of information technology and computer science; - Have at least 5 years of relevant professional experience, with specific experience in project management. Previous work experience in the civil service and with ODA- financed projects would be an advantage. In addition, should have an experience in programing languages (html5, dotnet, php and javascript) and database administration; - Be strong in written and verbal English and Mongolian languages; - Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment; - Be proficient in pc-based applications such as word, excel and data management, and have excellent web research and navigation skills.
