Project Overview and Role:

Australia’s education assistance in Papua New Guinea (PNG) is designed to address education access and participation, including for women and girls, and improve the quality of education. Australia provides support to the basic, secondary, technical and higher education sectors using a range of mechanisms, including the Education Capacity Development Facility (ECDF).


The ECDF is managed by Palladium and is working in collaboration with the Department of Higher Education, Research, Science and Technology (DHERST) and Higher Education Institutions (HEIs) to develop a GESI Toolkit specifically suited for HEIs.

 

Primary Duties and Responsibilities:

Development of a Higher Education GESI Toolkit which includes:

  • A modified version of the National Public Service GESI Toolkit, that has been tailored for use by Higher Education Institutions;
  • An Annex 1 to address specific Higher Education issues and needs; and
  • An Annex 2 outlining the role of DHERST to support the HEIs to use the Toolkit.

The Gender Equity Specialist will provide home-based inputs, reporting to the Deputy Facility Director. The Gender Equity Specialist will be employed for up to 60 days until 30 September 2020. The terms and conditions of employment are contained in the Australian Government’s Adviser Remuneration Framework (ARF). This position is defined as B3 under the ARF.

The toolkit will

  • Have links to Government of PNG and Government of Australia policies and plans
  • Be intended for end users such as as DHERST and HEI policy makers, managers, officers and GESI focal points/teams

 
Required Qualifications:

  • A postgraduate professional qualification in Gender Studies, or a relevant field in the Social Sciences or equivalent work experience
  • Experience in gender mainstreaming, preferably within the international development context
  • Demonstrated experience in applying a gender equity lens e.g. review of policy, research design, project design, implementation and reporting
  • Demonstrated advanced understanding of DFAT gender standards and requirements
  • Demonstrated ability to create accessible communication tools;
  • Excellent written and verbal communication skills, interpersonal skills, including the ability to work with development project proponents (e.g. technical, commercial, financial and operational)

Desirable

  • Prior experience of working on education development projects in the Pacific region.
  • Demonstrated experience of working with higher education institutions in Papua New Guinea.
  • Understanding of the education sector in PNG
