1. Title of the consultancy

Provide a training Instructor Fire Control and Evacuation for Caribbean Red Cross branches who can train safety officers at workplaces. This way safety awareness of various companies, employers, employees and visitors will be increased.

Within the same training other organizations on the islands are able to collaborate.

2. General information

The Caribbean Red Cross branches would like to increase the safety awareness of various companies on the islands. Through our assistance and courses, we want to strengthen the self-reliance of communities and organizations in such a way that companies, their employers, employees and visitors are more aware of workplace safety. This way, companies can take appropriate action in case of emergencies to save lives.

The Red Cross wants to expand the First Aid and First Aid courses and services with the additional service Fire and Evacuation. The Red Cross wants to provide courses on Fire and Evacuation to instructors, who can then train safety officers at work places.

Three Caribbean Red Cross branches of Aruba, Sint Maarten and St. Eustatius are considering to invest in the training of Instructor Fire and Evacuation.

Training agencies are not sufficiently available in the Caribbean and therefore there has been contact with a training agency in the Netherlands.

The course for Instructor Fire and Evacuation should be performed on one of aforementioned Caribbean islands, preferably Aruba. The program is well balanced and fit for all three islands, concerning the number of trainees, period, length of the training, possibility of absence of regular jobs, financial investment and logistic arrangements of the Dutch trainer agency.

3. Criteria + Deliverables

  • Provide a training for minimum 8 students into Inspector Fire and Evacuation. This includes also aspects as: safety awareness at workplaces, island specific occupational law and regulations at workplaces, safety checks by setting up a risk-assessment, safety drills, periodic controls and advices during audits and refresh courses.
  • Full proposal outlining the training and day by day schedule.
  • Because of their regular jobs, the students have to spend time for the training during their free time and holidays
  • Provide a training report, using the standard template provided, upon completion of the training, with the input of the students. This includes aspects such as: curriculum, online training, period, location, language, training materials.
  • Students do have teaching experience and preferably are certified First aid instructors

The NLRC General Terms and Conditions shall apply to all contracts of purchase of goods and/or services. By making a quotation to the Netherlands Red Cross, the seller acknowledges that the General Terms and Conditions of the NLRC (Annex 1) apply and confirms to respect the seven principles of the Red Cross Red Crescent movement.

6. Profile of the desired Service Provider/Company

  • The supplier has proven experience in providing trainings in the field of Fire and Evacuation, occupational health, risk assessment at workplace safety and drill exercises.
  • Must be certified to give out NIBHV certificates.
  • Must be fluent in Dutch and English
  • At least 5 years of experience
  • Previous experience with Red Cross is an asset
