Country Management Unit (CMU) Context
The LC6 Country Management Unit (CMU) is responsible for Bank operations in Bolivia, Chile, Ecuador and Peru, and is composed of a decentralized office in Lima, where the Country Director (CD) is based, an Anchor Office at Headquarters; and Country Offices in Quito, La Paz, and Santiago. The CMU oversees a wide range of Bank activities, including a large number of financial services (over 40 projects under implementation with commitments of around US$6 billion) and a strong yearly pipeline of around US$1 billion per year (average), as well as a strong program of over 30 innovative knowledge, reimbursable and convening activities.
Unit Context
The Financial Management (FM) unit of the GGP in LCR has the following key functions: (i) carrying out high quality financial management services (i.e. project preparation and implementation support) in Bank-financed operations and advancing the use of country Public Financial Management (PFM) systems to enhance development effectiveness; (ii) supporting partner countries in enhancing their PFM performance and capacity, working collaboratively with other Global Practices (GPs) and regional and corporate Bank units; and (iii) supporting partner countries in developing their professional accountancy institutions, and corporate financial reporting performance (including accounting and auditing standards).
The Unit is recruiting a Senior Financial Management Specialist (FMS) based in Lima, Peru to work with LC6 countries (Bolivia, Chile, Ecuador and Peru). The Senior FMS will be part of the regional GGP staff and will report to the Unit Practice Manager.
Duties and Accountability
The Senior FMS will be under the supervision of the Governance Practice Manager for the ELCG1 Unit and will work in coordination with other ELCG1 team members based in Washington DC and in other country offices, as well as with colleagues from Procurement, Public Sector and other Global Practices. The selected candidate will coordinate a team of Financial Management Specialists working to provide high quality fiduciary assurance services, including assessing the adequacy of operation’s financial management arrangements, providing financial management implementation support and supervising operations financed by loans, credits and grants, ensuring compliance with the World Bank’s audit and other FM requirements, performing analytical work on FM and accountability issues, and carrying out capacity building activities, all with due attention to quality assurance arrangements. The Snr FMS will also:
– Undertake financial management assessments for selected high risk and or complex operations, including assessing the adequacy of project FM arrangements, providing implementation support and supervising projects;
– Promote effective reliance on country systems as deemed appropriate, greater use of technology for fiduciary due diligence and implementation support and streamlining of FM and disbursement processes.
– Contribute high quality inputs to country strategy documents.
– Provide strategic advice and support to the CMU and other Global Practices, especially with regards to FM in service delivery.
-Manage the preparation and supervision of assigned tasks and deliverables, ensuring timely and quality delivery with efficient budget management.
– Generate and exchange knowledge relating to FM and PFM issues.
– Promote and undertake activities aimed at building client institutional capacity, including for the FM aspects of project implementation;
– Contribute to corporate tasks such as the preparation of country briefs, inputs to thematic notes and knowledge and learning events.
– Take a proactive role in providing advice and support to clients and for the adoption and use of agile and innovative approaches to strengthening fiduciary assurance over the use of funds
The Senior FMS is expected to undertake an active role, and when applicable, lead initiatives on supporting:
* partner countries in enhancing their PFM performance capacity, working collaboratively with other Bank units;
* partner countries in developing their professional accountancy institutions, and in strengthening corporate financial reporting performance (including accounting and auditing standards); and
* Supreme Audit Institutions as part of the Bank’s Transparency, Accountability and Good Governance efforts to improve the quality and transparency of fiscal and financial information, strengthen accountability, and increase collaboration between governments, the private sector and civil society.
The selected candidate will work with designated country teams, which includes Task Team Leaders, and other technical specialists, and Administrative and Client Service (ACS) staff. The selected candidate will be required to undertake frequent travel within the LC6 countries.
Selection Criteria
The selected candidate will have the skills and qualifications required for this very senior position, and will be a professional with extensive operational experience at the World Bank, or in other major organizations, and will have demonstrated the ability to mentor, coach and supervise more junior staff. The selected candidate will have:
* Strong client orientation, interpersonal and integrative thinking skills, passion and motivation;
* A professional accountant qualification (CPA, CA, ACCA or equivalent membership of an internationally recognized professional accountancy body);
* A Master’s degree in a relevant field (e.g., accounting, public financial management, finance, public policy) or another related field;
* At least 8 years of relevant professional experience;
* Directly relevant experience and knowledge in fiduciary assurance services;
* Relevant knowledge and experience in public sector financial management;
* Strong team skills with the ability to work independently and effectively both remotely and face-to-face;
* Relevant experience and knowledge of public financial management systems;
* Experience in project management, including leading, coordinating and exercising quality control functions over other staff and consultants as relevant;
* Strong written and verbal communication skills in English and Spanish are required.
