Design and implementation of futures approaches in WPRO

1.  Purpose of the Consultancy

To support the design, implementation, evaluation and dissemination of futures-oriented methods and events in the Western Pacific Region in the framework of WHO75.

2.  Background

On 7 April 2023  ̶  World Health Day  ̶  the World Health Organization will observe its 75th anniversary. In 1948, countries of the world came together and founded WHO to promote health, keep the world safe and serve the vulnerable – so everyone, everywhere can attain the highest level of health and well-being. Beyond World Health Day and as part of the WHO75 campaign, WHO will host a series of celebratory events throughout the year.

WHO’s 75th anniversary year is an opportunity to look back at public health successes that have improved quality of life during the last seven decades. It is also an opportunity to motivate action to tackle the health challenges of today  ̶  and tomorrow. Taking only a retrospective approach may fail to prepare us for what may come next and the challenges posed by a rapidly changing world. By contrast, systematically looking to the future can help better inform today’s actions and decisions.

WHO’s Western Pacific Regional Office (WPRO) has built a unique experience in this area thanks to its overarching strategy “For the Future: Towards the healthiest and safest region” which enables a series of approaches for collectively responding to current and future health challenges in the Region. The Strategic Dialogue (DIA) team was set up in 2019 under WPRO’s Data, Strategy and Innovation (DSI) Group to operationalize some of these approaches and engage the Region in strategic dialogues about the future(s) of health. The team leads the development of methods, tools and processes to support Member States and WPRO in applying future-to-now approaches to create fit for purpose health systems and organizations. In 2023, the experience and knowledge accumulated over the past three years will be used to help shape a forward-looking year of celebrations in WPRO and beyond.

Under the guidance of the DIA Coordinator, the consultant will work closely with the team to design and manage futures-oriented projects and events to contribute to the WHO75 campaign for a future-fit Western Pacific Region.

5.  Specific requirements

– Qualifications required:

Essential: First university degree in public health, business administration, economics, behavioural science, international relations, life sciences or social sciences.

Desirable: Master’s degree in the above disciplines.

– Experience required:

Essential: At least five years of professional experience in international public health, strategic planning, training and workshop methodologies and facilitation. Experience in managing consultative processes in international settings. Evidenced experience in effective communication with governments, communities, and technical experts.

Desirable: experience working with strategic foresight or futures-oriented methodologies. Previous experience in design-thinking or change management.

– Skills / Technical skills and knowledge:

Excellent in report writing and data analysis; Good knowledge of the dynamics of international public health work; Ability to plan, design and implement complex projects; Ability to provide technical support to countries; Ability to work harmoniously as a member of the team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct.

– Language requirements:

English (Read – Write – Speak / Expert or Intermediate).
