Scope of Work/Tasks:
The Consultant will develop a gender implementation strategy plan (which will include, and mainstream risks associated with sexual, exploitation and abuse) on all outcomes and outputs for the Building Community Resilience and Delivery of Essential Services for Post Conflict Recovery in Lanao del Sur / Marawi. The analysis and recommendations would be aligned with the overall gender priorities that will emerge from the Gender Programmatic Review.
Specifically, the following are expected from the consultant:
1. In collaboration with sectoral colleagues, identify the areas of focus for gender programming/projects with the greatest potential for impact and scale, in alignment with the GAP and the country/regional priorities;
2. Conduct a gender analysis (including risk analysis that relates to sexual exploitation and abuse/SEA) for UNICEF sectors (i.e., child protection, education, governance, health, nutrition, social and behavior change, social policy, monitoring and evaluation, WASH) in Lanao del Sur using existing tools and frameworks (e.g. CARE Gender Marker, Five Domains Gender Analysis Matrix, etc.);
3. Assessment of SEA risks linked to the project and incorporation of SEA risk mitigation measures in the project design);
4. Based on the Gender Action Plan Theory of Change Framework, develop change strategies and results framework that includes measurable results consistent with the country office indicators;
5. Develop a monitoring and evaluation plan for the EU-funded programs with at least one gender-integrated and gender-sensitive indicator for inputs, activities, outputs, outcomes, and impact per sector (child protection, education, governance, health, nutrition, social and behavior change, social policy, monitoring and evaluation, WASH).
Deliverables:
- Agreed areas of focus for gender programming per sector;
- Draft report (provincial profile outlining the context, strategies, and interventions) and documentation of current UNICEF programming in Lanao del Sur (health (immunization), nutrition, WASH, adolescents, child protection, social protection, governance, social and behavior change);
- Report on the gender analysis of UNICEF programs in Lanao del Sur;
- Sexual exploitation and abuse risks assessed and linked to the project and SEA risk mitigation measures incorporated in the project design;
- Change strategies and results framework presented and finalized.Monitoring and evaluation plan finalized with the PM&E Team, with at least one gender-integrated and gender-sensitive indicator for inputs, activities, outputs, outcomes, and impact per sector (child protection, education, governance, health, nutrition, social and behavior change, social policy, monitoring and evaluation, WASH);
- Submit a final and approved gender implementation strategy plan on all outcomes and outputs for the EU-partnership (2022-2025).
Qualifications and Competencies of Successful Consultant :
- Advanced University degree in one of the disciplines relevant to the following areas: social sciences (i.e. sociology, demography, psychology, political science, social policy or economics), public health, public policy, public administration, international development, or in area relevant to UNICEF’s sectoral work (e.g. Health, Nutrition, WASH, Education, Child Protection, Social Inclusion, HIV/AIDS, etc);
- Academic credentials in gender are an asset.
Work Experience/Knowledge/Expertise/Skills required:
Familiarity with UNICEF work is desired/an advantage.
Minimum of 5 years of professional work experience at the national and/or international levels in programme/project development,
planning, implementation, monitoring, evaluation, and administration.
Experience in designing, implementing, managing and delivering results-based programmes on gender and development, or any other cross-cutting programme, especially at the country/field level, experience in emergency response is an asset.
Good understanding of development and humanitarian work highly desirable.
Languages:
- Fluency in English and Filipino languages required;
- Preferably knowledgeable in BARMM context (language and culture).
