Scope of Work
The Pulse Survey Consultant will work collaboratively with the SHE MEL Program Officers from OCA and OiPh and the staff of the project’s implementing partners to perform the following activities:
1. Estimate the final sample and prepare a detailed field workplan that includes the data collection routes.
2. Recruit and train data collectors (enumerators), interpreters and documenters (as needed). The 1-2 days on-site training must include a session on ethical and safety considerations when conducting SRHR and Gender Based Violence (GBV) data collection and research, previously approved by Oxfam.
3. Manage the field staff and ensure its safe transportation, safety and security while conducting data collection activities.
4. Ensure that the enumerators always work in pairs and that female enumerators always undertake data collection from women and girls.
5. Obtain written consents from all participants, and from parents or guardians in the case of minors.
6. Provide the field staff with the necessary equipment and materials for data collection.
7. Monitor data collection in the field and ensure that all enumerators perform consistency checks to guarantee that all questionnaires are consistent and complete before leaving each household.
8. Provide daily progress reports on data collection to Oxfam staff.
9. Undertake periodic data quality checks and ensure that all forms are consistent and complete.
10. Consolidate all collected data into a single dataset in SurveyCTO and conduct and document all data cleaning and data pre-processing and processing procedures that might be necessary before conducting the analysis.
11. Analyze the data and prepare a full narrative report that includes a detailed description of the sampling procedure, the data collection, data cleaning and data analysis process, findings and limitations, and a summary PowerPoint presentation to be presented by the consultant to OCA and OiPh staff.
12. Provide all consent forms, raw data and final datasets as well as the code/syntax used to analyze the data. The data must be properly organized, with variables named and labeled and appropriate identifiers.
13. Ensure that all those who will be part of the survey team will be inducted on Oxfam’s safeguarding policy, data privacy, and (please ask Erielle of PAC the specific title of this induction that they usually give for consultants re: Oxfam’s branding and consent ethics).
Deliverables
A full narrative report that includes a detailed description of the sampling procedure, field work and data collection, data cleaning and data analysis process, findings and limitations.
• A summary PowerPoint presentation to be delivered to OCA and Oiph staff.
• All consent forms and all raw data uploaded to SurveyCTO.
• A clean dataset and all code/syntax used to conduct the data cleaning, data processing and data analysis.
Qualifications
• A minimum of three years of experience conducting quantitative research and data analysis, preferable in health, public health or other relevant areas.
• Advanced university degree in statistics, economy, public policy, public health, political science or another related social field.
• Familiarity with family planning and/or reproductive health is preferable.
• Education in social sciences or gender and development studies an asset
• Proven experienced in data collection, data management and data analysis using statistical software such as Stata (preferable), Python, R or SPSS.
• Knowledge and familiarity with gender analysis, collection of sex-disaggregated data and gender related information and gender issues .
• Experience developing research products.
• Excellent English writing skills and proven experience in surveys and/or research for projects and programs.

This will be attached to a letter of intent stating the proponent’s availability and capacity to deliver the scope of work within the specified timeframe. Letter of intent should be submitted no later than Jan 15, 2023.
