Scope of Work and Deliverables

The Third-Party Finance Specialist shall undertake a Financial Verification and Validation and Financial Management Systems Review of the organization’s financial report submitted to Oxfam. This review will cover 100% of the released grant for the SHE Project (from Year1 to Y5Q3). Specifically:

1. Validity of financial transactions based on approved budgets and financial and compliance to applicable policies of the partner, Oxfam or donor requirements as stated in the agreements and contracts.

  • Reconciliation of reported expenditure per budget line with the available/filed supporting documentation;
  • Utilization of advances, timelines of liquidation and outstanding balances, if any;
  • Project income, e.g. interest earned on deposits;
  • Accuracy of financial reports submitted.

2. Quality of the Financial Management Systems, procedures and internal control and compliance with all donor and respective organizational rules and regulations and accepted good practices and standards.

3. Audit Report showing the total validated expenditures

The Third-party Finance Specialist shall deliver to Oxfam and Partner the following outputs to be submitted within a reasonably agreed date from the conclusion of the visit.

1. Preliminary report, findings and recommendations at visit exit meeting

2. Final report and findings, confirmation, evaluation and comments to the above scope of work

3. List of Recommendations

Participants

  • Relevant partner staff involved in program and finance;
  • Relevant Oxfam Project Manager and/or Partner Manager;
  • Third Party Finance Specialist;
  • Other Partner and Oxfam staff as may be requested and available.

Required Documents

Partner shall submit the following documents to the Third Party Financial Specialist prior to the visit:

  • Latest Financial report submitted to Oxfam;
  • Letter of Agreement or PPA;
  • Activity workplan (yearly if available otherwise the full project workplan);
  • Delegation of Authority with Specimen signature;
  • General Ledger or List of Expenses;
  • Contract of Staff charged to the project;
  • Organization’s Internal and Financial Policy;
  • Other relevant documents.

Suggested flow of the Visit

Over a period of 3 days per partner the Financial Accompaniment and Monitoring Visit is suggested to have the following flow:

  • Entry Meeting;
  • Data gathering and review;
  • Regular clarification and exchange;
  • Field visit;
  • Exit Meeting with debriefing.

Qualifications :

  • Degree in finance, accounting or related disciplined and/or work experience equivalent;
  • Sound understanding of fiduciary and compliance policies among donors (familiarity with Global Affairs Canada policies are preferred);
  • High level of knowledge on accounting standards, GAAP and Philippines statutory requirements;
  • At least 5 years’ experience working in financial compliance for donor-funded initiatives;
  • Demonstrated ability to produce well-developed and detailed financial reports for donors;
  • Extensive experience in working in partnership with local organizations and proven ability to transfer knowledge and undertake capacity-building activities with local partners;
  • High level of familiarity and skills in project management cycle;
  • Demonstrated ability in problem-solving and finding innovative and cost-effective solutions;
  • Strong numerical skills and attention to details;
  • Demonstrated ability to manage competing tasks and to prioritise and produce high level output consistently with minimum supervision;
  • Excellent interpersonal skills and ability to work on own and within multi-cultural teams;
  • Excellent computer skills (to include experience in computerised finance processes) and ability/preparedness to quickly learn new systems and software.
