Overview
The USAID-assisted Energy Secure Philippines (ESP) Activity aims to assist the Philippine government in pursuing development in the power sector. It has the three-fold objective of improving the performance of electric utilities, increasing the deployment of advanced energy sources and systems, and improving the energy procurement process.
Responsibilities
The Legal Counsel to the Secretary of Energy will provide legal advice and assistance to the Department of Energy (DOE) Secretary on any legal and law-related matters affecting the DOE’s programs and efforts for energy security and self-sufficiency, accessible and affordable energy, and a well-managed transition to a low-carbon future. This includes addressing concerns related to energy efficiency, the upstream industry, and the distribution, transmission, and generation sectors of the electric power industry, including the renewable energy sector.
Key Responsibilities:
- Legal research;
- Drafting and review of legal memoranda and other legal documents;
- Drafting and review of policy and rule issuances;
- Drafting and review of proposed legislation;
- Preparation for and attending meetings, conferences, and legal proceedings;
- The Legal Counsel to the Secretary shall lead and supervise a team of Associate Legal Counsels.
Qualifications
- Bachelor of Law or Juris Doctor degree;
- Must be a licensed Philippine attorney in good standing;
- At least eight years of law practice including four years of energy law practice;
- Ability to work independently and under pressure;
- Fluent in English and Filipino;
- Must have had at least three years of experience leading and supervising a team of lawyers and paralegals.
