About the role :
This is a 6 month, unaccompanied new role based in Goma 50% and Kinshasa 50% with a salary of €29,913 to 33,237 and benefits.
You will report to the Grants Manager, and coordinate closely with the Country Director to support cluster representation in Kinshasa. You will furthermore work closely with the Programme Quality Team, Area Coordinators, the M&E manager and the Programme Managers for the different programmes. In DRC, Concern implements programmes in three main areas: North Kivu, Tanganyika, and Lomami/Kasai. Receiving funding from OFDA, UNICEF, ECHO, Irish Aid, the Pooled Fund and FFP, activities are implemented ranging from emergency interventions to longer-term development programming.
We would like you to start on February 1 2020.
Your purpose :
Your role will be to support the grants compliance and reporting processes, working in collaboration with the Grants Manager, Area Coordinators and Program Managers to produce high quality donor reporting, strong compliance with donor requirements. You will support the development of funding proposals, verifying that they are in line with donor and call guidelines. You will represent Concern in cluster and coordination meetings under the Country Director’s instruction.
You will be responsible for :
Reporting and Grants compliance (70%) :

- Support in ensuring quality in external and donor reporting. This will include editing reports and ensuring they are submitted in the correct formats ;
- Support in editing and compiling internal monthly and annual programme reports ;
- Help ensure grant compliance for all of DRC programmes by preparing donor/grant specific compliance rules ;
- Help ensure reporting is timely and that financial and narrative reports are accurate and coherent ;
- Support the Programme Quality Team in the development of concept notes and proposals ;
- Support communication with the donors on any anticipated or unanticipated changes during the lifetime of a project ;
- Support the update of donor and partner due diligence and agreements documents ;
- Support completing documents for donors and clusters (4Ws, monitoring tables, etc.) ;
- Support the organization of kick off, close out meetings for all grants, and support the drafting of all related documents (minutes, best practices, etc) ;
- Support in the updating the current donor and stakeholder profile in country: their priorities for investment, potential calls ;
- Support the drafting of documentation and success stories of current programmes that would be of interest to donors.
Knowledge and information management (30%) :
- Support version control of documents and filing of final reports and proposals, learning documents, survey reports and data, using the shared data space in country ;
- Participate in cluster meetings and dissemination of key points, attending where appropriate, and coordinate responses to cluster requests ;
- Help promote a culture of shared learning across all programme locations and with colleagues in the region including participating in organising quarterly programme meetings.
Confidentiality :
- Help support the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties ;
- Help ensure guardianship and security of financial data and documents at all times, including secure storage, accurate & complete filing and limiting access to the finance office to authorised personnel only ;
- Help ensure strict adherence to Concern DRC Financial Procedures and Anti-Fraud Policy and remaining within the boundaries of these policies at all times.
Other :
- Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), and ensure that any abuses or suspected abuses are reported and or dealt with as appropriate ;
- Any other tasks agreed with the Line Manager.
Your skills and experience will include :
ESSENTIAL :
Education, Qualifications & Experience Required :
- Fluent in English and French ;
- Educated to Degree level in Development or a related discipline ;
- At least one year of overseas experience with an NGO, UN agency or donor ;
- At least one year of experience in a role working on grant proposals and report or grant compliance ;
- Good team player and able to adapt to different cultures ;
- Experience of working in a high pressured, results focused and dynamic environment ;
- Good self-awareness and stress management skills ;
- Good understanding of budget development and financial reporting ;
- Good organisational and planning skills/experience ;
- Strong computer skills particularly Microsoft office.
DESIRABLE :
Education, Qualifications & Experience Required :
- Specific experience with UN donors, US Government funding (OFDA, USAID, FFP), ECHO/EU and/or Irish Aid is a big advantage ;
- Attendance of training courses in quality standards such as SPHERE, HAP, Red Cross Code of Conduct, CHS etc. ;
- Experience working in an insecure and volatile environment ;
- Proven knowledge of gender issues.
