Background
The NRC country programme in DRC encompasses four area offices in eastern and central DR Congo and implements five Core Competencies (Information Couselling and Legal Assistance (ICLA), Shelter, WASH, Livelihoods & Food Security and Education), as well as a Rapid Response Programme. Project implementation is challenging in a context of uncertain access due to insecurity, geographical and infrastructure challenges as well as the particular risks of fraud that require additional controls to be put in place.
Roles and Responsibilities
- Develop the ICLA strategy, technical guidance and Macro LFA ;
- Compliance with and adherence to NRC policies, guidance and procedures ;
- Contribute to fundraising, develop and revise funding proposal, budgets and donor reports ;
- Identify trends, technical standards and donor priorities ;
- Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation ;
- Provide technical direction and project implementation support ;
- Ensure that key learnings are extracted from ICLA implementation, and incorporate them in the ICLA programme and staff development processes ;
- Identify country programme priorities, problems and challenges from an ICLA perspective and adopt a problem solving approach, solving them in collaboration with other core competencies, support department, and senior management ;
- Lead on assessment design and analysis for ICLA ;
- Accountable for the assimilation of humanitarian mediation into the ICLA toolbox in DRC, ensuring that staff have the necessary capacity to identify when this is the preferred ; approach to conflict resolution and that staff can facilitate the process ;
- Support and contribute to multi sector assessments and response designs ;
- Assess and analyse context, identify constraints, opportunities, and priorities of the ICLA core competency ;
- Identify, monitor and evaluate risks, constraints, technical issues related to ICLA implementation for timely action by relevant management authority.
Qualifications
- Minimum 4 years of experience within technical expertise area in a humanitarian/recovery context ;
- Experience from working in complex and volatile contexts ;
- Core competency expertise ;
- Documented results related to the position’s responsibilities ;
- Knowledge about own leadership skills/profile ;
- Fluency in French and good command of English, both written and verbal ;
- Knowledge of the context in DRC / Great Lakes Region ;
- Experience engaging in/related to legal reform processes ;
- Experience in gender issues and programming ;
- Experience from protection and advocacy work within ICLA/legal assistance sector ;
- Solid experience form managing and implementing ICLA-type of responses in both volatile and recovery contexts ;
- High level of experience in programme management associated to legal assistance, land conflict, and civil documentation ;
- Strong capacity in leading proposal development.
