DESCRIPTION OF DUTIES
Under the direct supervision of the Regional gender, equity and human Rights focal person and overall oversight from the Director Programme Management, the incumbent will be expected to perform the following duties:
• Provide technical support to country teams for targeted and context specific gender, equity and human rights and intersectional analyses to identify at risk and vulnerable populations not included in previous national COVID vaccination strategies and plans and immunization in general.
• Liaise with national and sub-national teams to undertake rapid barriers assessments and vaccine hesitancy surveys to identify obstacles and develop differentiated delivery strategies to reach disadvantaged populations including gender diverse groups.
• Conduct advocacy and policy dialogues with stakeholders including women’s and men’s groups to prioritize gender responsive interventions critical for improving coverage of COVID vaccination.
• Support and facilitate training of emergency preparedness and response, vaccines preventable diseases, primary health care and health systems strengthening teams and partners at national and sub-national level, and other local organizations on gender, equity and human rights integration approaches and provide follow-up supportive supervision for mainstreaming priority actions into the COVID19 Vaccination and immunization programmes in general
• Implement tailored and gender responsive communications and community engagement strategies to understand and address barriers to vaccine demand and uptake
• Provide support, advice and collaborate with immunization and emergency teams to ensure that an intersectional gender specific challenges in access to effective health services including COVID vaccines by women, men, girls and boys and other diverse groups and engage appropriate community groups and partners to implement remedial actions.
• Provide technical support for monitoring and reporting of GER components of the vaccination programme through selected priority indicators at national and subnational levels.
• Perform other related duties as required.
REQUIRED QUALIFICATIONS
Education
Essential: A first university degree, or equivalent in gender studies, public health, social sciences, development studies, medical demography or equivalent discipline or related field.
Desirable: Specialized training in gender, equity and human rights and or social inclusion.
Experience
Essential: At least 5 years of relevant work experience mainstreaming gender, equity and human rights in sexual and reproductive health, immunization or other public health programmes.
Desirable: Experience applying qualitative research techniques in multi-method quantitative and qualitative approaches, including in conjunction with epidemiological statistics to identify barriers to effective coverage. Experience co-developing and co-implementing public health projects and interventions related to disadvantaged or vulnerable groups and targeting other identity-based inequalities and discrimination in a developing country would be an advantage.
Skills
Strong understanding of management practices and the functioning of a major international organization. Experience in negotiation, community entry and engagement, stakeholder consultation and policy dialogue. Excellent communication skills and ability to interact effectively with policy makers and community leaders Practical knowledge of strategic and operational planning Displays understanding of political systems and underlying drivers. Excellent leadership and managerial skills.
Use of Language Skills
Essential: Expert knowledge of English or French with a working knowledge of the other.
Desirable: Intermediate knowledge of Portuguese.
