UNICEF in Vientiane, Lao PDR is looking for an Individual Consultancy: Individual contract to support the government in writing up the final draft of NPAN 2021-2025. The individual Consultant shall be required to work for 6 months (July to December 2020). The Consultant shall be based at the Nutrition Centre, Department of Hygiene and a Health promotion, Ministry of Health in Vientiane Capital with flexibility to work from home.
Summary of key functions/accountabilities :
- The consultant will participate and capture key discussions and consensus of technical working group meeting and discussions related to the development of NPAN 2021-2025.xa
- The consultant will prepare the final draft NPAN 2021-2025 in English capturing the views and inputs of stakeholders using the right terminologies
- The consultant will ensure that the write-up highlights multi-sectorality and contributions of relevant sectors
To qualify as an advocate for every child you will need to have :
- Bachelor’s or advanced degree in English Language ;
- At least 3 years professional experience as technical writer, reporter, and speech writer ;
- Excellent reporting skills and professional writing ;
- Good analytical and report writing skills ;
- Familiarity with different terminology terms of nutrition, health, agriculture, and education is preferred ;
- Fluency in English is required, and knowledge of Lao will be an advantage.

- Assessment Criteria :
a) Technical Qualification (max. 100 points) weight 70 %
Degree Education in …. (30 points)

- Familiarity with different terminology terms of nutrition, health, agriculture, and education is preferred.
- Fluency in English is required, and knowledge of Lao will be an advantage.
Experience in…..(30 points)
- At least 3 years professional experience as technical writer, reporter, and speech writer.
Quality of past work (e.g. understanding, methodology) (20 points)
b) Financial Proposal (max. 100 points) weight 30 %
The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.
The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
