Context :
FCA is seeking 2 Area Manager’s (West, Based in Berberati and East, Based in Bangassou) for the Central African Republic country programme. The Area Manager oversees the operations, project development and implementation in the :
- West area (Nana Mambere, Mambere Kadei, Sangha Mbaere and Ouham Pende Prefectures) ;
- East Area (Lobaye, Mboumou & Haut Mbomou Prefectures).
And is responsible for the management of principal field office’s (Berberati & Bangassou).

Duties and Responsibilities :
- Oversee the daily operations of the base, directly supervise project staff and support functions including security, logistics, finance, HR, and administration ;
- Ensure quality planning and implementation of FCA humanitarian programmes according to timeline / logframe ;
- Follow up on CHS requirements and implement at operational and program levels ;
- Monitoring of program activities and providing narrative and financial reports; including travelling to hardly accessible remote rural areas ;
- Monitor the local security situation and inform both Country Security Officer and Country Director of developments through regular communication ;
- Ensure compliance with proper financial, procurement, and general operational protocols and reporting of the fields offices ;
- Responsible for the security management of the fields offices ;
- Represent FCA in various fora, maintain collaborative relationships with UN bodies, NGOs, local authorities, local contractors, and other key stakeholders ;
- Undertake other duties as designated.

Experience / Training :
Competence and Personal Requirements :
- Minimum 5 years’ experience with an INGO/International Agency ;
- Master degree (Bac+5) or equivalent degree in relevant field preferred ;
- Fluency in written and spoken French and English ;
- Proven leadership and team management skills and ability to work effectively with both technical and non-technical staff in multicultural settings ;
- Experience of implementing humanitarian/recovery and or development programs, Assessment of needs in the post-conflict area and fragile context ;
- Good understanding of humanitarian approaches and standards (CHS, Sphere, INEE), and gender issues ;
- Proven experience and capacity in project management, financial management and procurement. With strong planning, monitoring and evaluation skills ;
- Good understanding of gender issues ;
- Experience in cooperating and networking with LNGOs, INGOs, Governmental Institutions, Local Authorities, UN Agencies ;
- Excellent inter-personal and inter-cultural skills ;
- Flexible and capable of working and living in remote area/challenging conditions in a multicultural environment ;
- Valid international driving license.
Salairy :
The fixed-term contract for the position will be made until 31st December 2020 (with the possibility of extension), starting as soon as possible.
