About the Context/Background
The Central African Republic (CAR) continues to face enormous humanitarian needs due to years of conflict and instability. In 2024, half the population is in need of humanitarian aid (2.8 million people), and around 40% of the population fears for their safety. Around 500,000 people live in protracted displacement and depend on humanitarian aid and protection to survive, while more than 2 million face food insecurity.
NRC has been present in CAR since 2014 and currently employs 15 international and around 165 national staff. NRC’s operations cover a vast geographical area with activities spread across strategic prefectures throughout the country, such as Mambere Kadei, Sangha Mbaere, Nana Mambere and Ouham Pendé in the West, Nana Gribizi, Kemo and Ouham Fafa in the Centre, Basse-Kotto in the South, Ombella Mpoko in the South-West. NRC operates from three field offices in Bouar, Kaga Bandoro and Alindao, and a country office in Bangui, the capital.
The program portfolio comprises six core competencies: ICLA (Information, Counselling and Legal Assistance), Livelihoods and Food Security (LFS), WASH (Water, Sanitiation and Hygiene), Shelter & Settlements (S&S), Education and Protection from Violence.

What we are looking for
This is an exciting opportunity to lead the strategic direction and quality assurance of Monitoring and Evaluation within the coordination office. You will also be responsible for the development and implementation of the MEL strategy and SOPs (standard operating procedures). As MEL Manager you are responsible for planning, data collection and generating analyses to support project quality, learning and strategic decision-making at program level.
What you will do
The following is a brief description of the role: –
- Develop the Country Office’s Monitoring, Evaluation and Learning strategy, responding to contextual challenges, while also ensuring alignment with regional strategy and the overall MEL framework, policy and strategy.
- Ensure that the MEL Standard Operating Procedures for the Country Office are up-to-date, responsive to contextual challenges, and aligned with NRC’s minimum MEL standards, while ensuring the availability of necessary resources.
- Contribute to program monitoring, evaluation and learning plans, including methodological guidelines and resource planning.
- Ensure the deployment and use of Global and Regional MEL development at Country Office level, while promoting the necessary contextual adaptations and developments.
- Provide technical support, guidance and capacity building to MEL teams in the country.
- Manage staff in the MEL department of the Bangui coordination office
- Ensure that learning moments are institutionalized within the Country Office, and that systems are in place for the analysis and use of MEL data.
- Ensure the planning and quality control of all monitoring and evaluation activities throughout the Project Cycle Management (PCM)
- Implement and monitor systems and processes to ensure quality reporting in NRC’s Global Reporting of Results System (GORS).

What you will bring
1. Professional Competencies
- 3 to 5 years’ proven experience in the management, design, implementation and supervision of monitoring, evaluation and research for large and medium-scale international projects or programs.
- Graduate degree in economics, research methods, social sciences or a related discipline.
- Technical skills and previous experience in implementing various program evaluation methodologies and approaches.
- Excellent analytical, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing and facilitation skills.
- Advanced experience in qualitative and quantitative data analysis and tools.
- Fluency in spoken and written French, with working knowledge of English.

- Duty station: Bangui, CAR
- Contract: 12 months (extension possible, dependent on funding)
- Travel: up to 30%
