Essential Job Duties/Scope of Work :
Background :
International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training, relief and development programs.

Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
International Medical Corps interventions in the Central African Republic (CAR) consist of the provision emergency Health and Nutrition Care services as well as emergency Protection assistance in response to gender-based violence perpetrated against Internally Displaced People and vulnerable host communities, affected by conflict. While providing basic primary health care services to beneficiaries, International Medical Corps also focuses on the capacity building of existing human resources in order to deliver and take ownership of health, nutrition and protection programs implemented by International Medical Corps, thus assuring the sustainability of the health program for the coming years.
International Medical Corps, with the support of OFDA, DFID and ECHO, acts as a first responder to the CAR humanitarian crisis in Ouaka, Vakaga and Haute-Kotto Provinces. International Medical Corps has also extended its partnership with the European Commission (EC), through the Bekou Trust Fund, to carry out a multi-year project – the CAR Health System Strengthening Project. International Medical Corps, in partnership with 3 other agencies, has applied for funding from USAID/OFDA for Strengthening Risk Communication and Community Engagement Aspects of COVID-19 response in CAR – Bangui corridor. Once funded this will be the only major OFDA-funded COVID program in CAR.
Job Purpose :
The Consortium Project Manager will be responsible for ensuring the proper functioning and technical coordination of the OFDA Consortium on behalf of and for the account of International Medical Corps-CAR. The Manager will carry out his / her duties under the supervision of the Program Director, and will work closely with the Bangui Coordination Team (i.e. the Medical Director, Program Manager and Financial and Administrative Director). In relation to the content of the work, the Manager will work closely with consortium partners OXFAM, DRC and Concern Worldwide.
Concerning the overall responsibility for the grant at field level, s/he will support and ensure quality program implementation in a timely and impactful manner. S/he will also act as the focal point for the Consortium as necessary at humanitarian coordination meetings including, but not limited to, those involving Ministries, UN agencies and other partners.
Main Responsibilities :
Consortium Oversight :
- S/he will be responsible for the overall implementation of the grant, and will be the focal point – both for technical and coordination purposes – amongst the partners ;
- Work to ensure that OFDA principles are used throughout the consortium implementation ;
- Lead the oversight of the financial aspects of the project including the overall budget. Work with the consortium finance officer to ensure that the project stays as per designed budget and that partner finance teams understand the consortium finance requirements ;
- Be involved in much of the administration required to bring the Consortium together, and will help on drafting monthly reports and working with the partners on generating the best results from the collaboration that are possible to ensure all aspects of the project are implemented effectively according to the donor proposal.
Technical Support :
- S/he will work to ensure that reporting requirements are clear as per the established work plan and that they are consistently met in line with the required OFDA format, including required input from HQ level within the partner organization, for submitting monthly progress narrative and quarterly financial reports ;
- Host regular meetings for progress updates with Consortium partner focal points ;
- Conduct site visits to monitor progress and support all Consortium partners ;
- Work closely with all consortium technical staff. In this role, s/he regularly meets with all members of the team on the operation and implementation of consortium activities ;
- Implement, in collaboration with all partners , the COVID-19 project as described in the project document, respecting the separation of responsibilities and functions in a post-conflict context ;
- Work closely with partners(OXFAM, DRC and Concern Worldwide) workplans and procurement plans ;
- Review the budget pipelines on monthly basis and support the partners in forecasting the expenditure to ensure budget is fully spent ;
- Coordinate with logistics and finance departments at the country office to ensure the support required for the three partners ;
- Have oversight of M&E activities ;
- Undertake other related duties as may reasonably be assigned by the Program Director or Country Director ;
- Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards within IMC and amongst its beneficiaries.

Qualifications :
A master’s degree in public health.
Experience :
- Experience working in a consortium with at least three (3) years of experience ;
- A good knowledge of the CAR health system or similar health systems ;
- Experience in a similar position, ideally in a lead agency consortium ;
- Comprehensive knowledge and working experience on projects funded by major donors, particularly USAID /OFDA. Experience with other donors is an advantage ;
- Experience in developing staff technical and management capacities ;
- Experience in managing finance/compliance for complex grants in sensitive settings ;
- Familiarity with broader systems development including procurement, logistics, HR and IT ;
- Excellent writing and presentation skills.

Languages : Fluency in English and French required.
