INTRODUCTION

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities.

CONTEXT

In its NDC 2020 (NDC-RD 2020), the Dominican Republic increased its climate ambition by committing to a 27% reduction of GHG emissions with respect to BAU or business as usual by 2030. This with a target of 20 % conditional on external finance and 7 % unconditional, the latter being distributed in 5 % corresponding to the private sector and 2 % to the public sector. Forty-six mitigation options and 37 adaptation measures were presented, distributed in the sectors of Energy (focused on electricity generation, energy efficiency and road transportation), Industrial Product and Process Use (IPPU), Agriculture, Forestry and Other Land Use (AFOLU), waste, water security, food security, health, resilient cities (infrastructure, human settlements), coastal-marine resources, tourism, and ecosystems, biodiversity, and forests. It also reflects targets in terms of means of implementation, ACE, cross-cutting elements and strengthening climate governance for the successful implementation of the NDC-DR 2020.

As reflected in the NDC-DR 2020 and preliminary results of the NDC Action Plan 2022-2025; gaps and needs for technical, human, and institutional capacities have been identified at both local and national levels, to achieve the successful implementation of its climate commitment, including:

1. Strengthening government institutional capacity to implementation the 2006 IPCC Guidelines in a homogeneous way for all sectors, according to the information of the updated GWP ARs and to perform the calculations with the most updated system in the IPCC Inventory Software;

2. Incorporate climate considerations into national planning and budgeting, in areas such as greenhouse gas emissions accounting, research and systematic observation, data collection, risk modeling and vulnerability assessments;

3. Building human and institutional capacities for the development of project proposals for the different sources of climate funds;

4. Limited human resources in key institutions, in addition to stringent guidelines and requirements, delay the implementation of concrete mitigation and adaptation actions;

5. Need for capacity building for the private sector and civil society for their role in the implementation of the improved and updated NDC;

6. The development of the Enhanced National Climate Transparency Framework, which encompasses and enables all mitigation and adaptation measures implemented in the country, making their results and effectiveness transparent.

GGGI is supporting the National Council on Climate Change and Clean Development Mechanisms (CNCCMDL) to advance the implementation of the country’s NDC Action Plan, with financial support from the NDC Partnership (NDCP).

PURPOSE

  • Arrange and organize workshops, conferences and meetings as instructed by CNCCMDL and GGGI Program Manager;
  • Execute basic financial management of the NDCP-funded project;
  • Conduct procurement processes of consulting firms and service providers in compliance with the NDCP Grant Agreement conditions, GGGI’s Rules and Regulations, and internal systems set up to conduct the process;
  • Support GGGI portfolio management review by producing perioding reports for the Program Lead and Program Steering Committee;
  • Take responsibility for day-to-day administration activities needed for the successful implementation of the project. Perform other administrative support as required, including note taking, agenda development, calendar updates, scheduling of meetings, management of social media presence and communication tasks;
  • Ensure the institutional representation of GGGI during meetings, workshops, and training events under the framework of the Dominican Republic NDC action plan for the period 2022-2025;
  • Organize, coordinate logistics and facilitate national workshops and events, according to the work plan agreed with the local team of consultants;
  • Support the oversight of activities related to the public and private sector awareness raising strategy related to the NDC-DR Action Plan;
  • Support coordination efforts between the NDC-DR Senior Consultants, GGGI, the CNCCMDL, and the NDCP Support Unit;
  • Coordinate with the administration area of GGGI in the management of contracting and payment of project services/suppliers for the activities that take place in the national territory.

ENGAGEMENT

  • Working closely with the Program Manager to support program implementation in all aspects related to financial monitoring, budgeting, procurement planning, human resources, administration, project preparation and closing;
  • Manage supplier relations with consulting firms, consultants, service providers and suppliers;
  • Support and motivate GGGI in-country staff and individual consultants to know and to adopt efficiently and effectively GGGI’s rules, regulations, processes, and systems related to finance and procurement processes;
  • Support the team in and record-keeping complying with donor requirements;
  • Coordinates communications with donor focal points for indicated projects for finance and procurement related communications.

DELIVERY

  • Organize and coordinate workshops and events;
  • Prepare meeting minutes and agendas to facilitate workshops’ and meetings’ follow up actions;
  • Develop and maintain a database of stakeholders involved in the project;
  • Maintain an updated work plan and prepare monthly progress reports;
  • Monitoring, financial and procurement plans;
  • Ensure the appropriate use of GGGI budget tools and systems by team members;
  • Support the preparation and presentation of budget execution reports monthly, quarterly, and yearly, including requests for auditing purposes and donor financial reporting;
  • Support the provision of required inputs for carrying out internal/external audits in compliance with the requirements and standards of GGGI and respective donors;
  • Guide the adequate and efficient use of relevant management and financial modules of GGGI’s Enterprise Resource Planning (ERP) System for the Country Program.

REQUIREMENTS

QUALIFICATIONS

  • Bachelor’s Degree in Accounting, Finance, Business Administration or related field;
  • At least three years of relevant experience in administration roles, planning and implementation of development plans as well as budgets; preferably in international organizations at the local level;
  • Proven experience in meeting facilitation, implementation of participatory processes and awareness and communication strategies on climate change issues;
  • Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.);
  • Intermediate English proficiency is required;
  • Ability to prepare written reports and business correspondence, both in Spanish and English;
  • Good capacity for dialogue and cooperation with governmental and civil society actors;
  • Experience/knowledge of green growth and sustainable development is a plus;
  • Experience with resource planning softwares is a plus (e.g. ERP);
  • Must be a Dominican Republic citizen;
  • Must be able to work in high demanding scenarios.
