Primary Duties and Responsibilities:
The Humanitarian and Stabilisation Operations team provides the Department for International Development with Humanitarian Operations services and the UK Government’s Stabilisation Unit with Stabilisation Support.
We are recruiting for an experienced, dynamic Operations Manager on a six month fixed term employment contract to work with the the UK Emergency Medical Team (UK EMT) which is DFID funded capability to rapidly deploy clinicians, logisticians and/or other medical or technical experts globally in response to medical emergencies. This role sits within the Readiness Team of the UK Department of International Development (DFID)’s Conflict Humanitarian and Stability (CHASE) Humanitarian Response Group (HRG) and will represent DFID within the UK EMT structure.
The role is to support and drive effective delivery of the UK EMT Project and engaging with the UK EMT partners (UK Med, Humanity and Inclusion, UK Fire and Rescue Service and Palladium Group) to coordinate programmatic objectives and deliverables. The consultant will be a key focal point prior to, during and following responses and play a critical role in reaching completion of operational documentation and procedures and preparing for project transition in 2021.
Responsibilities
To finalise the enhanced work plan of project activities by August 2020, working in collaboration with project coordinator and partners in a timely manner.
Review, update and maintain UK EMT’s detailed operational Standard Operating Procedures (SOPs) by 1 September 2020, reflecting new roles and responsibilities agreed with partners.
Work with partners and internal teams to finalise and document activation process/flow chart for UK EMT deployments for both DFID and partners by 30 September 2020. Support associated outreach and communication activities.*
Engaging with DFID and UK EMT team to compile and complete of key deployment templates –for different types of UK EMT deployments by 30 September 2020, drawing on lessons and best practise from past deployments.*
Work across partners and with the Project Director to coordinate and prioritise the UK EMT procurement pipeline, tracking approvals and deadlines.
Track pharmacy good distribution practices and ensure timelines are in line with delivery deadlines
During UK EMT exercises and responses, work with teams to ensure desk officer function is always maintained as per relevant SOPs.
Provide lead Operations Manager function for any exercising or deployment of the UK EMT field hospital, providing support to field and to DFID as required.
Supporting on routine UK EMT project management including tracking project expenditure, risks and results.
Supporting the Project Coordinator to complete and implement the UK EMT Internal and External Communications and learning Strategy
Participating and engaging in team meetings, with Senior management, external and internal stakeholders.
Follow up on opportunities for collaboration with external stakeholders in close collaboration with UK EMT Project Director.
Utilise new technology to drive the engineering of creative solutions to collaboration channels in remote working environments.
Work with the Programme Manager and the Project Director on implementation of EDT
project extension and to develop and implement project transition planning to new EDT programme in 2021.
Required Qualifications:
Candidate Profile
Experience of working in a similar environment, preferably within public sector pharmaceutical background.
Ability to engineer and deliver creative solutions.
Exceptional problem solving skills, working in complex situations
Excellent communication skills, with willingness and commitment to help other
Ability to make quick and effective decisions in high pressure environment.
