Job Purpose

We are looking for a Development Financing Adviser to lead policy analysis and influencing strategies to increase the volume and impact of spending on children’s education and other rights globally. This work will target governments, international institutions and the private sector on issues such as aid, investment, debt relief and tax justice.

The Covid crisis has unleashed economic turmoil across the world, hitting the poorest countries and families hardest. With these effects compounded by the unfolding climate crisis, there has never been a more important time to defend children’s rights from spending cuts and unlock global funding to invest in children’s futures.

This is an exciting time to be joining Save the Children, as we begin a new three-year strategic period with a new global campaign focus on ensuring a just recovery from the Covid and climate crises and making economies work for children’s rights. This role will help shape and deliver the policy and advocacy for this global campaign.

The role will also give the successful candidate the opportunity to own professional relationships and grow their network. You will work with colleagues across our global movement and beyond, both on broad financing issues and on education financing specifically. This will include addressing financing barriers to quality education and promoting the right to education for all.The role will sit within the Education Policy and Advocacy Team and work closely with other finance advisers in the organisation in the UK and elsewhere.

Main Accountabilities

Design, lead and deliver policy and advocacy strategies and products, to a high standard and often with minimal supervision;
Identify global policy and research needs and influencing opportunities in your thematic area;
Maintain and develop high-level knowledge and expertise in development financing, including a focus on education financing, and advise colleagues across the global movement, including at a senior level, as well as external stakeholders;
Develop and maintain relationships with key external stakeholders and build strong working relationships with partners and advocacy targets;
Represent the organisation externally, including in high-level meetings and events
Build strong relationships with our country programmes and other colleagues across our global movement to ensure that national-level advocacy is delivered and informs international debates and decision-makers;
Write advocacy briefings, reports, externally published articles and blogs, as well as assist in the drafting of press releases, Q&As and opinion pieces;
Contribute to the wider success of Save the Children’s teams in the UK and across our global movement, including our country offices and colleagues working on programmes, fundraising and communications, by providing policy, advocacy and/or research expertise as required.

Person Profile

Essential Skills:

High-level expertise in global development policies, including national developing-country government policies, donor behaviour, international institutions and NGOs;
High-level knowledge and expertise in development financing, ideally with experience of working on one or more of the following issues:

- - International Financial Institutions ;
  - Private investment ;
  - Debt relief ;
  - Global and national tax systems ;
  - Bilateral and multilateral aid (including for education and humanitarian preparedness and response).

A proven track record of carrying out high-quality research, policy and/or advocacy;
Ability to think creatively, innovate, strategize, set priorities, manage a workplan and evaluate progress with minimal supervision;
Strong networking and experience of participating in coalitions and working with civil-society actors to achieve change;
Very strong written and oral communication skills;
Knowledge of human rights, international relations, political analysis and the international humanitarian system;
Ability and willingness to travel up to six weeks a year;
Ability to operate within a predominantly self-servicing administrative environment.
