Project Overview and Role:

Primary Duties and Responsibilities:

The Humanitarian and Stabilisation Operations Team (HSOT), contracted by Palladium International Ltd, provides the Department for International Development (DFID) with humanitarian services and the UK Government’s Stabilisation Unit (SU) with stabilisation support.
The primary purpose of this role is to support the implementation of DFID’s commitments to address VAWG, safeguarding, and broader protection priorities in humanitarian settings.

Main Responsibilities:

  • Provide generalist humanitarian advice and technical specialist support on protection, inclusion issues (including gender, VAWG, people living with disabilities, LGBTIQ etc.) and safeguarding during sudden onset or protracted crises.
  • Provide technical guidance on protection and inclusion issues in DFID humanitarian responses, including leading monitoring and driving accountability of humanitarian partners, as per the UK Humanitarian Reform Policy, the International Development (Gender Equality) Act, UK Disability Inclusion Strategy, UK World Humanitarian Summit and Grand Bargain commitments and international best practice.
  • Integrate protection, inclusion and safeguarding considerations into preparedness and recovery activities.
  • Support real-time evaluations of humanitarian responses to help ensure that they mainstream protection and are responsive to the needs of women and girls,  ethnic minorities and other vulnerable populations.
  • Support DFID to make the use of Interagency Standing Committee (IASC) Guidelines for Integrating Gender-Based Violence Interventions in Humanitarian Action and the (IASC) Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action mandatory in DFID humanitarian programming,
  • Provide technical advice to shape and support the mainstreaming of protection and inclusion issues in the delivery of humanitarian programmes and in various inductions for standing team staff and consultants
  • Provide advisory support to country offices on the design, implementation and monitoring of stand-alone and mainstreamed protection, gender, VAWG, disability programmes.
  • Support the planning and roll out of actions to improve the integration of protection, inclusion and safeguarding within HSOT’s tools and processes.
  • Serve as safeguarding technical lead for HSOT, promoting mechanisms, progressing annual action plan, and contributing to Palladium corporate safeguarding initiatives.
  • Provide inputs to the development of preparedness and information management tools on issues relating to protection, inclusion and safeguarding.
  • Contribute to the development of guidance to support HSOT’s operational DFID policies on issues related to protection, inclusion and safeguarding

Required Qualifications:

Person Specification:

  • Master’s degree or the equivalent level of academic and professional experience in a subject related to humanitarian work.
  • Solid track record of working at field level , preferably in acute and protracted emergency contexts, in roles focussed on protection, gender, VAWG and/or disability inclusion.
  • Experience contributing to the development of policy around protection, VAWG, gender, disability inclusion, safeguarding, and other related topics.
  • Experience of building, maintaining, and engaging with external actors, including like-minded donors and with other key stakeholders (including UN agencies, Red Cross and INGOs) on issues related to protection, gender, VAWG and disability inclusion (among other inclusion issues).
  • An in-depth knowledge of the current discourse on issues of centrality of protection, child protection, gender, VAWG, safeguarding and disability is also expected.
  • Generalist knowledge and experience of the international humanitarian theory, practice and architecture, including of the role and performance of the various actors.
  • Experience working strategically and have the ability to influence internal and international processes, whilst at the same time have a demonstrated ability to design and implement practical programmes on the ground.
  • Experience identifying and communicating evidence to help inform policy.
