Primary Duties and Responsibilities:
The Humanitarian and Stabilisation Operations Team (HSOT), contracted by Palladium International Ltd, provides the Department for International Development (DFID) with humanitarian services and the UK Government’s Stabilisation Unit (SU) with stabilisation support.
As part of the Humanitarian Emergency Response Team, this role joins a team of Humanitarian Advisors who provide generalist humanitarian expertise in rapid onset emergencies and protracted crisis alongside and for DFID. This role is responsible for providing support and technical assistance to the practical application of DFID’s policy and agenda particularly with regards to system-wide initiatives underway to build a more effective international humanitarian response system in protracted crisis, which include a range of topics including livelihoods, support to markets, private sector development and financial inclusion in both sudden onset emergencies and protracted crisis.
The primary responsibilities of the Humanitarian Advisor – Protracted Crisis will be:
Portfolio – Protracted Crisis
Provide technical expertise to integrate durable solutions into DFID’s humanitarian responses including mainstreaming the wider UK’s 2017 humanitarian reform policy and its protracted crisis approach, preferably with a focus on livelihoods, private sector development, financial inclusion, and support to markets.
Support evidencing and dissemination of good practice, opportunities and challenges in the implementation of protracted crisis approaches in humanitarian programmes and responses by DFID country offices.
Provide technical support to DFID’s priority countries (such as supporting these with programme design), as well as support the development of a set of tools and operational guidance on livelihoods and markets in conflict and crises.
Support DFID with the review, design, implementation and monitoring and evaluation of protracted crisis approaches and programmes
Conduct external engagement to identify and share learning, knowledge exchange, good practice, and opportunities from protracted crisis approaches by other donors, humanitarian and development agencies and national authorities.
Explore linkages and opportunities to mainstream DFID’s protracted crisis approach into DFID/HSOT emergency preparedness programmes and approaches and into other priority policy areas (protection, cash, VAWG, localisation) within DFID and HSOT teams.
Explore potential modalities and partnerships for Palladium in support of HEROS contract objectives.
Generalist advisory
Provide humanitarian analysis and advice to help design and implement humanitarian response strategies for DFID in sudden onset emergencies and protracted crisis.
Carrying out need’s assessment, identifying response gaps, drafting response strategies, and programming funds
Contribute to HSOT activities in support of DFID humanitarian policy requirements, including, for example, attending meetings in the UK and overseas, submitting mission reports and recommendations, and preparing and delivering presentations and training sessions for colleagues.
Support knowledge sharing and engagement with humanitarian experts on the CHASE humanitarian database who provide additional humanitarian capacity to DFID
Working in partnership with other government departments including representing DFID to external and Government partners.
Required Qualifications:
Degree level or equivalent qualification in a related subject.
Significant relevant senior humanitarian work experience in humanitarian settings, including at country level, preferably across range of humanitarian responses and programmes in rapid onset and protracted crisis settings.
Experience with development-oriented organisations, as well as with private sector engagement, financial inclusion, value chains and durable solutions in crisis and conflict settings preferred.
Experience in the development of humanitarian trainings and tools, as well as facilitation experience.
Demonstrable understanding of system-wide arrangements and schemes that underpin humanitarian response, including for example international humanitarian law, international financing instruments, humanitarian risk assessment, the cluster approach and the Grand Bargain Commitments.

The candidate will be expected to work strategically and have the ability to influence internal processes, whilst at the same time have a demonstrated ability to design and implement practical programmes on the ground. S/he will have experience identifying and communicating evidence that helps inform policy and funding.
Exceptional organisational and prioritisation skills, and ability to deal with a varied, demanding, often conflicting and rapidly changing workload, while conscientious and efficient in meeting commitments, observing deadlines and achieving results.
Native fluency in English is required. Advanced French or Spanish is highly desirable. Working knowledge of Arabic or Portuguese is also an asset.
