Job Summary/Responsibilities

  • Coordinates and works closely with the Senior Decentralized District Coordinator (SDDC) and field-based Decentralized District Coordinators (DDCs) to support district and sector level education staff to implement teacher, teacher coaches and school leaders’ capacity development activities and high-quality monitoring and assessment of teaching and learning processes.
  • Coordinates the technical assistance provided to decentralized-level education actors designed to improve their capacity to generate and use local early grade reading assessment (LEGRA) data to make decisions to improve Kinyarwanda literacy instruction, and learning outcomes for all students in lower primary as well as to ensure efficient and effective education resource management.
  • Contribute to the design and implementation of specific pedagogical leadership support for decentralized actors to ensure follow up, motivation and accountability to schools in the sectors and districts.
  • Works with the IR4 team lead and other technical specialists to plan, organize, and co-facilitate training activities for decentralized education leaders designed to help them apply newly developed procedures for literacy data collection, interpretation, and data-based action planning to improve literacy instruction.
  • Works in close collaboration with the DDCs to ensure effective support to decentralized education actors in the implementation and monitoring of field-based project activities.
  • Contributes to the project’s efforts to promote lower primary teachers’ use of evidence-based and inclusive literacy pedagogy as well as improve the implementation of remedial reading instruction programming informed by LEGRA data.
  • In collaboration with IR1, 2 and 3 technical leads, participate in the organization and execution of selected:
    • technical school visits, documentation of challenges and provision of technical support to school-level actors (teachers and school leaders).
    • joint school monitoring visits with local education authorities to observe lessons, participate in school-based Communities of Practices, trouble-shoot technical difficulties at the school level and report back on teacher and students’ progress to the Literacy Advisor and to the monitoring, evaluation and Learning Director.
  • Coordinate with the IR4 team lead and other IR technical leaders in the support of the project’s efforts to build the capacity of decentralized educational/instructional leaders to respond to shocks and unpredicted emergency situations by ensuring schools and communities/parents can plan for continuity of early grade reading instruction in case of school closures.
  • Coordinate with IR 2 and 3 technical leads and the operations management team to organize and manage the distribution of teacher and pupil resources in schools as well as all the orientation/training materials and keeping records.
  • Coordinate with IR2 and 3 team lead and specialists to organize and jointly monitor the face-to-face and/or remote/online capacity building and mentoring for teachers, teacher coaches and school leaders.
  • Contribute to all other project activities as needed and execute other tasks as requested by the supervisor.

Required Skills and Qualifications

  • At least a bachelor’s degree in education, curriculum and instruction with emphasis on foundational learning subjects (e.g., Kinyarwanda). Master’s degree is desired.
  • At least minimum 3 years of experience coordinating large-scale systems strengthening activities for teachers, school inspectors and community members in Rwanda.
  • Recognized expertise in designing and implementation of large-scale teacher and/or school inspector professional development programs.
  • Knowledge of the Rwandan P1-3 Kinyarwanda Competence Based Curriculum an asset.
  • Experience in overseeing the physical delivery of training materials for large-scale education programs required.
  • Experience in developing teaching and learning materials for lower primary grades, desired.
  • Strong capacity for planning, organizing, and providing oversight of education activities.
  • Experience in managing adult learning
  • Demonstrated leadership, versatility, and integrity.
