  1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this program that appeared in United Nations Development Business online (UNDB online) AfDB 1342-12/18 on 06 December 2018 and on the African Development Bank’s Internet Website (www.afdb.org) ;
  1. The Government of Rwanda has received financing from the African Development Bank (AfDB) in the form of a loan towards the cost of Rwanda Sustainable Water Supply and Sanitation Program. The Water and Sanitation Corporation (WASAC) Ltd, an executing agency, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this tender document is issued ;
  1. WASAC Ltd now invites eligible bidders to submit sealed Bids for the procurement of the Rehabilitation and Upgrading of Semi-Centralized Sewerage Systems in Kigali Estates following Open Competitive Bidding – International (OCBI) procurement method ;
  1. Interested eligible bidders may obtain further information on the Bidding Documents at WASAC Head Office (address below) during office hours 07:00am to 05:00pm local time (5:00am-03:00pm GMT) from :

  1. A complete set of Bidding Documents in English may be obtained by interested bidders from WASAC Ltd Head Office at Procurement Office, 4th Floor, during working hours, upon payment of a non-refundable fee of Twenty Thousand Rwandan Francs only (20,000 RWF) or in any freely convertible currency deposited to the account N° 0040-0658579-18 of WASAC open at Bank of Kigali ;
  2. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Works ;
  1. It is recommended to bidders to attend a pre-bidding meeting and visit the project sites in order to examine the site of works and its surroundings and obtain, for themselves, all information that may be necessary for preparing the bid and entering into contract. Sites visit will take place on 06 Aug 2020 at 09h00a.m. local time (07h00a.m. GMT) and the place of departure is at WASAC Headquarters. The pre-bidding meeting will be held on 07 Aug 2020 at 10h00a.m. local time (08h00a.m. GMT) at WASAC Headquarters – Board Room (KN4 Av 8, CENTENARY HOUSE, Nyarugenge District, Kigali City, Rwanda, 4th Floor). The costs of participation in the pre-bidding meeting, site visits and obtaining additional information as may be needed shall be borne by bidders ;
  2. Well typed bids, suitably bound in 4 copies, including one (1) original and three (3) copies, clearly marked, “Rehabilitation and Upgrading of Semi-centralized Sewerage Systems in Kigali Estates” must be submitted at WASAC Head Office at the above-mentioned address not later than 11 September 2020 at 10:30a.m. local time (12:30p.m. GMT) and must be accompanied by a Bid Security in the form of a reputable Bank Guarantee of an amount of Twenty Thousand United States Dollar (US$20,000) or its equivalent amount in a freely convertible currency ;
  3. Bids will be opened in the presence of bidders’ representatives who choose to attend on 11 September 2020 at 11:00a.m. local time (13:00p.m. GMT) in the Board Room at WASAC Head Office, 4th Floor Centenary House. Bids shall remain valid for 120 days after the Deadline for Bid Submission.
