Background and Purpose :

The Directorate General of Education Policy and Planning provides leadership, guidance and oversight in the process of developing education policies, strategies, programs, plans (Education Sector Strategic Plan – ESSP and Annual Action Plans) and ensure their alignment with budget allocations.
 Its mandate goes further to Monitoring and Evaluation of the above mentioned. Moreover, the department follows up implementation of other high-level Education related resolutions from Cabinet meetings, National Leadership Retreat (NLR), National Umushyikirano Council (NUC), Presidential Pledges and the overall Education Sector Imihigo and any other resolutions from high level meetings. This department’s overall responsibility is Sector Coordination of all activities from Basic Education to Higher Education including TVET and other crosscutting areas like Girls’ Education, School Sports and Culture, Special Needs and Inclusive Education, Adult Literacy and School health, nutrition and hygiene.
The department has 3 Units :
  • Planning and Policy analysis ;
  • Science, Technology, Innovation and Research ;
  • Crosscutting Programs.
The Director General of Education Policy and Planning is responsible for all Sector Policies, Planning activities, Budgeting, M&E and overall sector coordination.

Justification :

It is against this background that UNICEF and MINEDUC is hiring an individual consultant to provide technical support to the Office of the Director General, MINEDUC.
Objectives :
  • Assess the policy gaps and provide a quantitative and indicator-based roadmap to the implementation of various policies, strategies and programmes ;
  • Evaluate Sector Plans and establish a coordination mechanism for monitoring and evaluation of activities ;
  • Draft concept notes/proposals aimed at improving the quality of education in at all levels ;
  • Mapping areas that require special support and advise on required actions ;
  • Provide overall administrative and technical support to the Office of the Director General, MINEDUC.
Deliverable and Deadline  :
  • Assessment of Education Policy Gaps, to be completed within 2 months after signing  ;
  • Quantitative and indicator-based roadmap to the implementation of various policies, strategies and programmes, to be completed within 3 months after signing   ;
  • Evaluation of Sector Plans, provided, with clear challenges, recommendations, and way forward mapped, to be completed within 4 months after signing  ;
  • A coordination mechanism for monitoring and evaluation of activities established, to be completed within 5 months after signing ;
  • Mapping 2 areas that require special support and advise on required actions, to be completed within 6 months after signing ;
  • 1 Concept Note drafted on improving quality education, at TVET level, to be completed within 7 months after signing ;
  • Mapping 2 areas that require special support and advise on required actions, to be completed within 8 months after signing ;
  • 1 Concept Note drafted on improving quality education, at HEC level, to be completed within 9 months after signing ;
  • Support provided to the Education budget process, through draft budget calculations and prioritisation of activities, to be completed within 10 months after signing ;
  •  Support provided to the MINEDUC workplan, through draft and review of the MINEDUC workplan, to be completed within 11.5 months after signing .
All the deliverables need to meet UNICEF requirement and quality standards. Payment will only be made for work satisfactorily completed and accepted by UNICEF. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

 

Evaluation Criteria  :

The Technical proposal is weighted at 70% and 30% for the Financial proposal.

Please note that the final remuneration will be negotiated by HR.

Payment Schedule :
The individual consultant will be required to submit a monthly report, alongside the deliverable to the Office of the Director General, MINEDUC and Chief, Education, UNICEF.  Upon approval of the report and deliverable, a monthly payment will be made.
The monthly report will outline the key deliverables achieved within the reporting period and the plan for work for the subsequent month.
All the deliverables need to meet UNICEF requirement and quality standards. Payment will only be made for work satisfactorily completed and accepted by UNICEF. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

General Conditions : Procedures & Logistics :

For all contractual issues, the individual consultant will report to UNICEF, Chief of Education.

For technical issues, the individual consultant will work directly with UNICEF and MINEDUC. All deliverables must be approved by MINEDUC and UNICEF in order to be considered complete.
The following modalities will be applied during the contract :
  • Consultation meetings will be held regularly between Director General, MINEDUC and individual consultant, either in person or remotely ;
  • The individual consultant is expected to use their own or hired vehicles, equipment, including computers.
UNICEF will be under no operational obligation to pay for operational costs related to this assignment.  All costs required to operationalize this assignment shall be borne by the hired individual consultant and should be included into the proposed financial proposal.
The individual consultant shall not make use of any unpublished or confidential information made known to her/him in the course of performing her/his duties under the terms of this agreement, without written authorization from MINEDUC and UNICEF. The individual consultant shall respect the habits and customs of the local population and abstain from interfering in the country’s political affairs. The corporate UNICEF ICT Policy on intellectual property right will be applicable, where necessary.

Policies both parties should be aware of :

  • Under the consultancy agreements, a month is defined as 22 working days ;
  • Consultants are not entitled to payment of overtime.  All remuneration must be within the contract agreement ;
  • No work may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
The assignment will be supervised by UNICEF Chief of Education, in cooperation with MINEDUC.

 

To qualify as an advocate for every child you will have…

Minimum qualifications of individual consultant :

  1. The individual consultant should at least have a Master’s degree in any of the following areas : Education, Public Policy; Development studies;  Social Development; sociology, psychology, human rights and law ;
  2. The consultant should have at least 5 years of proven experience in education ;
  3. The individual consultant should have the ability to meet the deadlines and strong communication and facilitation skills ;
  4. The individual consultant should have experience in working with Governments, development partners, civil society ;
  5. Proficiency in written and spoken English and Kinyarwanda is required, French would be an advantage ;
  6. Excellent computer skills including usage of the Microsoft Office suite.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
