Teacher CPD Specialist (Pedagogical Leadership Support), USAID-Tunoze Gusoma (Schools and Systems) Project

Project Description 

The USAID Tunoze Gusoma (Schools and Systems) activity will strengthen the education system to enable all pre-primary and lower primary school and classroom environments to be of high quality, inclusive, and focused on the learning of foundational reading skills.

Specifically, the five-year activity will improve learning outcomes by focusing on increasing Kinyarwanda literacy skills of boys and girls through primary 3 (P3) through four intermediate results: (IR1) Pre-primary education system enhanced to develop, promote and improve emergent literacy, (IR2) Lower primary reading classroom instruction improved, (IR3) School environments improved for increased lower primary reading outcomes, and (IR4) Education management systems strengthened for improved literacy outcomes.

Position Description 

The Teacher CPD Specialist (Pedagogical Leadership Support) is an integral member of the of the Intermediate Results (IRs) 1, 2 and 3 Technical team of the USAID Tunoze Gusoma (Schools and Systems) project. He/she provides technical support to the project in the design and implementation of CPD activities related to pedagogical support to teachers and school leaders (head teachers, deputy head teachers) and teacher coaches(school-based mentors, school subject leads/SSL, ICT focal teachers and Inclusion focal teachers) and decentralized educational leaders) to ensure teachers and school leaders are well equipped and positioned to improve their practice and student early literacy learning outcomes. Working under the supervision of the IR2/3 technical lead/Literacy Advisor, he/she will be primarily responsible for ensuring the pedagogical leadership support component is effectively implemented at both the Pre and lower primary levels in close coordination with other technical staff across the 4 IRs. He/she will work closely with the Literacy Advisor to organize CPD activities related to pedagogical coaching and leadership support in the implementation of the blended continuous professional teacher learning and school-based CoPs. S/he will support the Literacy Advisor in development of specific school leaders and teacher coaches CPD materials and work closely with MINEDUC/REB and other stakeholders to ensure the CPD content meets Government of Rwanda, USAID and FHI360 Global Education high standards.

Job Summary/Responsibilities

  • Support the project’s efforts to develop and implement the school/pedagogical leadership strategy and action plan ensuring explicit linkages with teacher professional development interventions as well as improvement of classroom practice and early literacy learning outcomes.
  • Provide technical advice in the development of CPD content designed to enhance the pedagogical knowledge and practice of teacher coaches, school-level and decentralized level instructional leaders.
  • Coordinate with other technical experts of teacher development; cross-cutting areas such as Social Behavior Change (CBC); school safety/social-emotional learning/well-being; and gender and social inclusion (GESI) to develop teacher coaches and school leaders CPD materials integrating and reflecting best practices.
  • Contribute substantively to the design and implementation of specific interventions for teacher coaches and school leaders in private schools ensuring links with what is done in public, and government aided schools.
  • Lead the adaptation and translation into Kinyarwanda of relevant materials to be used in CPD activities designed to enhance the pedagogical knowledge of school-level leaders.
  • Participate in activities organized by MINEDUC and REB to review curriculum and instructional materials and orientation of teachers and school leaders on new curricular and instructional changes in Kinyarwanda literacy.
  • Lead the project efforts to review and update the literacy remediation guidelines for use in Continuous Professional Development (CPD) for teachers, teacher coaches, and Communities of Practice (COPs).
  • Liaise with the early learning assessment (IR4) team to ensure local early grade reading assessment (LEGRA) obtained from CAMIS is integrated into pedagogical leadership support interventions for teachers, teacher coaches and school leaders.
  • Coordinate with the pre-service teacher education and pre-primary education technical teams to ensure alignment of methods and technical approaches in content and materials development.
  • Use data to track Fidelity of Implementation (FOI) of both the blended learning CPD approach and the school-based community of practice program and identify areas where teachers are doing well and where they are struggling order to plan appropriate corrective intervention.
  • Work with the team to adapt and refine CPD modules based on the needs of schools/teachers/students.
  • Identifying needs for new teachers and develop plans to support them via teacher coaches and school leaders.
  • Work with IR1, 2, and 3 team leadership to develop and implement procedures for improving motivation of school management and adapt instruction based on assessment results.
  • Coordinate the work for local consultants supporting the development of pedagogical leadership support materials and implementation of pedagogical leadership support interventions.
  • Work with the Decentralized Program Operations Coordinator to organize and execute pedagogical leadership support activities both at the school level.
  • Represent the project in the School Leadership Taskforce and other related education sector working groups.
  • Execute other technical and programmatic tasks as assigned by supervisor.

Required Qualifications 

  • A bachelor’s degree in an education field such as elementary education, curriculum and instruction, school administration, teacher education, etc. A master’s degree preferred.
  • At least 7 years relevant experience in teacher training materials development as well as providing support to school/pedagogical leaders in Rwanda.
  • Working knowledge of instructional design and ability to synthesize multiple sources of information into well-structured and engaging training materials.
  • Solid understanding of best practices in literacy teaching and learning, and assessment
  • Experience organizing and conducting large-scale trainings and technical workshops for teachers.
  • Ability to create work products as part of a team, including inter-personal and organizational skills.
  • Experience teaching in primary schools strongly preferred.
  • Knowledge of MINEDUC/REB operation systems
  • Excellent oral and written communication skills in English and Kinyarwanda required.
