JOB SUMMARY
Under the leadership of the Head of the OECS Competitive Business Unit, and oversight by the Global Green Growth Institute (GGGI), the Junior Technical Specialist – Green Entrepreneurship will act as the subject matter lead on matters relating to the green sustainable business ecosystem development for the Eastern Caribbean Green Entrepreneurship Initiative. The Junior Technical Specialist will lead the development and implementation of a training programme for national institutions aimed at strengthening support for green entrepreneurship and green businesses, and lead conceptualization and development of a regional network or center for support of green entrepreneurship in the region over the long term.
The Specialist will also work closely with the GGGI project team to support national private sector companies and supporting organizations involved in sustainable business to develop and strengthen the regional framework and coordination mechanisms for green businesses. The role will include building relationships, creating an environment of trust, open communication and innovative thinking in which key stakeholders can be developed and engaged.
KEY DUTIES
- Provide support for National Institutions and Regional Ecosystem partners to strengthen their capacity to support green businesses.
- Identify national or regional institutions in each of the six programme countries to participate in the regional network and serve as national innovation hubs for green entrepreneurship in the future. Develop roles and responsibility guidelines for national innovation hubs.
- Assess and document the needs of the institutions to be able to support green entrepreneurship at a national level. Deliver a detailed institutional mapping and needs assessment reports aligned to the goals of the initiative.
- Work with the national institutions to disseminate programme marketing information and attract participants and build awareness about the green entrepreneurship initiative in the OECS.
- Coordinate communications between the programme and the national institutions.
- Based on the needs assessment, develop training materials for national institutions to be able to effectively support green entrepreneurship programmes in their country, and organize and lead training sessions.
- Develop guidelines documents and resource materials for national institutions on supporting green entrepreneurship.
- Develop and launch an online networking platform for national institutions.
- Develop and lead virtual regional networking events for the national institutions.
- Develop and lead regional virtual events/publications to share knowledge and lessons learned and build capacity on sectoral and technical solutions for green businesses across the region.
- In collaboration with GGGI, develop the concept, framework, and strategy for the regional green innovation network or center that will support sustainable entrepreneurship in the region on a long-term basis in collaboration with governments and regional organizations.
- Lead and organize consultations with relevant stakeholders to achieve their inputs and feedback on the framework and strategy for supporting green entrepreneurship over the long term.
- Build meaningful relationships with local regional and international partners and secure their commitment to participate in the proposed network or center.
- Develop a recommendations document outlining the structure and framework for the regional network or center, including roles and responsibilities of various actors.
- Undertake related assignments required by the Head of the OECS CBU.
- Conduct research, analyze, and disseminate knowledge and best practices for building sustainable business ecosystems.
- Provide technical inputs in planning and reporting on quarterly and annual reporting.
- Coordinate regular meetings of key governance/technical working groups/national focal points and appropriately document and monitor outcomes, decisions, and action items
- Represent the OECS Commission at Regional and International engagements related to sustainable business development.
EXPERIENCE AND KNOWLEDGE
- A recognized undergraduate degree or equivalent in Sustainable Development, Environmental Studies, Climate Change, Economics, Business, or other relevant fields.
- At least five (5) years of progressively responsible professional work experience coordinating or implementing Sustainable Development programmes and initiatives at the regional or national level.
- Overall understanding of the concept of green growth, sustainability, and climate change vulnerability in the context of small island developing countries.
- Understanding of the needs and challenges for small businesses in the OECS region, especially green businesses.
- Experience in engagement with the private sector, particularly small and micro businesses, and business support organizations. Experience with international organizations is an advantage.
- Experience organizing events and training programmes, especially related to entrepreneurship.
- Solid understanding and knowledge of information management and stakeholder mapping.
- Strong familiarity with the cultural and political context of the OECS region would be an asset.
- Proven capacity to work with collaborative teams across different locations and with different technical skills.
- Proven experience coordinating and delivering training to diverse stakeholders
- Experience developing and analyzing policies to support private sector development
- Experience developing project proposals and working on donor-funded projects
- Proven track record delivering successful interventions in a complex, demanding environment

TERMS OF APPOINTMENT
JOB LOCATION
The OECS Commission is headquartered in Castries, Saint Lucia. The position of Technical Specialist-Green Entrepreneurship is stationed at the OECS Commission headquarters.
All nationals of the OECS Member States: Antigua and Barbuda, Commonwealth of Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Anguilla, The British Virgin Islands, Martinique, and Guadeloupe are encouraged to apply.
BENEFITS
The position is on a fixed-term establishment. Salary will be commensurate with qualifications and experience, and exempt from income taxes. In addition to the basic salary, this post attracts allowances.
