Core Functions / Responsibilities:
- Manage the overall implementation of the Integrated Border Stability Mechanism (IBSM) component of the project, and be the interface with the donors in terms of strategic engagement;
- Oversee IBSM’s financial, administrative and technical activities and the preparation of regular project reports, in coordination with the IOM Country Office in Ghana, in line with IOM’s policies and practices and donor requirements.
- Be responsible for preparing and organizing high-level and technical level meetings, as well as other partner meetings required to advance IBSM’s objectives.
- Oversee and maintain strong working relations and liaise with the United Nations Office of Counter-Terrorism (UNOCT) and United Nations Office on Drugs and Crime (UNODC) in the IBSM Secretariat, and establish partnerships with other relevant development and implementing partners that provide support to relevant authorities with the objective of strengthening stability at border areas.
- In coordination with the UN agencies of the Secretariat, oversee outreach to focal points in West African governments and regional organizations, implementing agencies and embassies and compile information on the situation in border areas and ongoing interventions in line with the objectives of IBSM.
- In close coordination with the Regional Thematic Specialist (RTS):
- Design an effective IBSM communication and outreach plan, in consultation with the UNagencies of the Secretariat, to disseminate tailored information and communicate about IBSM as required to its members and any other internal and external audience;
- Engage with relevant IOM colleagues at a national, regional and global level to identify emerging needs and priorities relevant to promoting stability at border areas covered;
- Ensure adequate information management on Immigration and Border Governance (IBG)-related subjects through research and data/information collection to produce analytical reports and recommendations for the development and update of roadmaps of interventions in line with the objectives of IBSM, and provide updates to support COsin identifying areas of programming and interventions relevant to IOM’s mandate; and,
- Develop and implement contextualized capacity-development activities and on migration and border management, incorporating up-to-date best practices in programming targeting IBG staff and relevant institutions in the Region, in line with IBSM’s objectives.
- In coordination with the RTS, and in consultation with the UN agencies of the Secretariat, ensure the monitoring and evaluation of the effectiveness of the IBSM’s coordination function and the implementation of the ISBM road map.
- Prepare relevant working documents, in consultation with the UN agencies of the Secretariat, for the proper functioning of IBSM, including Terms of Reference (ToRs) and work plan.
- In accordance with the Organization’s procedures and regulations, set-up, manage and coordinate the day-to-day operations of IBSM Secretariat, including the supervision of IOM’s IBSM staff and consultants, to achieve IBSM’s objectives of the reporting results and identifying possible challenges and improvement measures.
- Perform other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Social Science, International Relations, Public Administration, Law, Migration Studies or a related field from an accredited academic institution with seven years of relevant professional experience; or,
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Experience in the field of migration, including operational and field experience
- Extensive experience in liaising with governmental authorities, UN agencies and other national/international development partners and civil society;
- Extensive work experience with Government authorities in the thematic area of immigration and border management;
- Experience in IOM project development, and management;
- Demonstrated expertise relevant to IBG programming as follows: national migration and border management strategies; border management policy and practice, border management and security; integrated border management;
- Experience in related policy and legal areas of border and immigration governance;
- Extensive experience in capacity development in migration and border management; and,
- Strong experience in writing reports, summaries, analytical papers, among others.
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
- Knowledge of UN and bilateral donor programming;
- Knowledge of financial rules and regulations; and,
- Strong analytical and writing skills.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and French is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
