Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Regional ECREC Coordinator (maternity cover) to be responsible for the overall strategy implementation and successful coordination of DRC programmes for ECREC sector in West Africa.
DRC has been operating in West Africa since 1998. The DRC West Africa Regional Office (hereafter: WARO) is based in Dakar, Senegal, and covers six countries outside of Senegal. Led by the Regional Director, the DRC WARO oversees, supports and provides strategic directions for DRC’s Country Offices within the region, which currently includes Mali, Burkina Faso, the Niger, Nigeria, Cameroon and the Central African Republic.
About the job
Under the management of the Regional Head of Programmes and with the technical supervision of the Programmes Unit based in HQ Copenhaguen, Danemark, the Regional ECREC Coordinator (maternity cover) will have the following activities and tasks:
The mission is to ensure the the Regional Economic Recovery Coordinator responsibilities during the period of her maternity leave. The Regional Economic Recovery Coordinator ensures compliance with DRC procedures, guidelines and programmatic quality standards throughout the region for the Economic Recovery sector (food security, livelihoods and inclusion financial). This role supports DRC policies and programs in this sector by providing strategic guidance, technical and quality assurance support, operational guidance, capacity building and troubleshooting to the 6 missions in the region and regional projects. Beyond his / her sectoral responsibilities, the Regional Coordinator is the focal point of technical support for cash transfer programs for all key DRC sectors, in particular protection, shelter and NFI.
Coordination and representation
- Collaborate with relevant internal and external technical experts on issues related to the economic recovery sector ;
- Represent DRC externally in forums and communities of practice relevant to coordination, technical, policy and advocacy of the sector ;
- Ensure technical responsibility within the economic recovery sector within the region, both for strategy and for operations ;
- Actively participate in internal program coordination meetings and ensure the integration of sector activities with other DRC sectors.
Strategic support
- Develop the skills of the sector team on the DRC intervention framework, global and regional strategies and global priorities of the economic recovery sector ;
- Provide technical advice for the development of projects in the sector at the level of the countries of intervention and regional projects ;
- Help mobilize resources for the economic recovery sector in the countries.
Technical advice and support
- Provide technical advice and support to country teams throughout the project cycle (evaluation, design, set-up, implementation, monitoring-evaluation, learning and reporting) to ensure high quality programming, relevant and responsible in favor of people of concern to our mandate ;
- Build team capacities by designing, organizing and facilitating strategic and technical workshops / trainings for DRC staff and partners, as needed ;
- Ensure the management of institutional knowledge of the EcRec sector at the regional level (SharePoint / files, and related collaborative workspaces), and ensure easy access to relevant policies, standards, resources, advice and tools ;
- More specifically, during this interim period the priorities will center around the following tasks.
Action plan and tasks to be carried out by the employee as part of this mission at the Regional Office
- Ensure the day-to-day responsibilities of the Regional Economic Recovery Coordinator with the support of the Regional Chief of Programs ;
- Support countries in the launch and follow-up of food security and emergency displacement responses so that they are implemented on schedule (5 countries concerned) and in the programmatic development opportunities of the period (in particular ARC2 in Mali ) ;
- Technical support in the implementation of the regional SHIFT project (graduation) in close collaboration with the project coordinator ;
- ECHO 2021 cycle: contributions to discussions on programmatic and strategic orientations with countries, revision and technical validation of proposals (compliance with sector standards, DRC and technical quality of proposed ECREC interventions and CASH modalities of other sectors) ;
- Follow and participate in the discussions and global progress of DRC on the DRC 2025 Strategy and support the implementation / launch of the 2025 strategy at regional and country level
- Follow current initiatives around the strategic partnership with the CAP at country and regional level.
All the tasks mentioned above relate exclusively to the DRC operation at the Regional Office. The Interim Coordinator on a short mission could be asked to take charge of other tasks in addition to or in replacement of those mentioned above at the explicit request of the Regional Director.
Expériences / Formation
To be successful in this role we expect you to posses the following:
Required
- Master degree on International Developement, Economics, Social Sciences ;
- Minimum 5 years of senior experience in Economic Recovery field ;
- Strong experience in programme development and proven programme development abilities ;
- Excellent skills in MS Word, Excel and Powerpoint ;
- Experience working with national partners, government, authorities and UN organizations;
- Ability to work in a multinational and multicultural environment ;
- Proactivity, with a sound commitment to teamwork and with a spirit of genuine collaboration ;
- Excellent communication skills, as well as patience and politeness, are required ;
- Multi-tasking and Organizational skills are necessary
- Adaptable and Flexible ;
- Proven analytical and critical thinking skills ;
- Exemplary sense of ethics in the workplace ;
- Team-oriented & good sense of humor.
Fully expert in written and spoken French and English
