Recruitment of a Localisation and capacity building Manager ECHO PP – (2000033D), Dakar
The role
The Regional EiE Localisation Manager will be responsible for strengthening the role of national and local national / local actors involved in humanitarian education responses in humanitarian education coordination groups (i.e. clusters and sub-clusters, etc.) in three conflict-affected countries Mali, Burkina Faso, Niger. This position will play a key role in strengthening SCI’s role in accelerating localisation in humanitarian coordination response and build on SCI’s pilot program. Working in collaboration with existing inter-agency humanitarian EIE coordinators, the Regional EiE Localisation Manager will lead a multi-country effort to strengthen the technical and institutional capacity of national NGOs and partners to take on leadership roles in humanitarian coordination and response implementation. he Regional EiE Localisation Manager will also support country-level EIE coordination groups in developing and implementing time-bound transition plans leading to local actors having increased opportunities to lead and participate meaningfully in the humanitarian process and to access sustainable funding. This position will also play an active role in developing the evidence base on localisation in humanitarian coordination, including documenting and disseminating lessons learned in collaboration with the MEAL team.
In the event of a major humanitarian emergency, the post holder will be expected to work outside the normal job description and be able to vary working hours accordingly. The position includes at least 50% travel in the three target countries
Qualifications
Masters degree in social work, education in emergencies, humanitarian aid, international development or related field, or bachelors degree and substantial relevant working experience in an international environment
Experience and Skills
Essential
- At least 5 years’ experience of working internationally in education in humanitarian action, including significant time managing EiE programs
- Experience as a coordinator or co-coordinator for a country-level education coordination group in a humanitarian setting
- Understanding of the localisation agenda and a proven track record of supporting national partners with a commitment to equality, transparency, and accountability
- Highly skilled at relationship building and partnership development, including exceptional communication skills and ability to advocate diplomatically
- Demonstrated successful experience in capacity building, mentoring and coaching in humanitarian education
- Understanding of the Education in emergency sector in West and Central Africa
- Understanding of CPiE and MHPSS etc.
- Understanding of gender equality and inclusion, displacement and conflict dynamics, and their impact on coordination
- Commitment to promoting the equal representation of diverse and under-represented groups in humanitarian coordination (e.g. women led groups, displaced communities, organizations representing individuals with disabilities, ethnic minorities or other historically excluded groups)
- In depth knowledge of humanitarian standards including the 2019 Minimum Standards for Education in emergency and the Core Humanitarian Standard
- Fluent in French and English with a high level of written English skills
Desirable:
- High level of self-awareness and willingness to take feedback for growth and self-development.
- Proven experience as a team player and leader in an international organisation
- Previous experience leading complex multi-country initiatives
